La Géorgie entre deux mondes : Rapprochement avec la Russie et rejet de l’Occident sous Ivanishvili

L’article examine les motifs qui expliquent le rapprochement de la Géorgie, sous la gouvernance de Bidzina Ivanishvili, avec la Russie, en dépit d’une population majoritairement favorable à l’Europe. En l’an 2024, Ivanishvili a consolidé cette position à travers un discours hostile à l’Occident, faisant référence à une “conspiration mondiale” orchestrée par les pays occidentaux. Le parti majoritaire, nommé “Le Rêve Géorgien”, a mis en place des législations visant à contrer les “agents étrangers”, ce qui a entravé le processus d’intégration européenne tout en consolidant ses relations économiques avec la Russie, notamment suite à l’invasion de l’Ukraine. Ce changement de cap est motivé par des pressions de la Russie et par le désir de maintenir le contrôle face à une opposition pro-européenne de plus en plus forte.

La stratégie d’Ivanishvili reflète une dynamique autoritaire croissante, consolidant son pouvoir à travers des élections de plus en plus contestées, tout en maintenant une ambiguïté quant à l’objectif d’intégration européenne. Toutefois, le rapprochement avec la Russie s’intensifie, avec la coopération économique, l’évitement des sanctions contre Moscou, et la désolidarisation progressive de l’Ukraine depuis 2014. Les relations avec la Russie sont également renforcées par des échanges commerciaux détournés, faisant de la Géorgie un transit clé pour les produits et voyageurs russes.

Ivanishvili, avec son passé d’oligarque russe, favorise un modèle de gouvernance aligné sur les intérêts de Moscou, tout en s’appuyant sur la rhétorique nationaliste pour consolider sa base de pouvoir. La campagne électorale de 2024 annonce une intensification de cette dérive autoritaire, alors que les pressions russes et les réticences géorgiennes face à une guerre contre la Russie compliquent l’avenir européen du pays.
