Position description

The Assistant Director oversees the International Strategy section to ensure alignment with current objectives within the section and the Division of Supervision and Regulation’s strategic directives while identifying and creating direction for the changing landscape in this area. Reporting to the deputy director, the assistant director has responsibility for setting the division’s strategy for international engagements. In particular, the assistant director will serve as intermediary for the Board’s interests to representatives at all international fora in which S&R participates and may themselves serve as a representative.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Develops the Division of Supervision and Regulation’s strategy for international strategy function. 
  • Serves as intermediary for the Board’s interests to representatives at all international fora in which S&R participates and may themselves serve as a representative to one or more international bodies.
  • Designs and implements strategic policy direction and agenda for international engagements and distills complex international policy developments into actionable strategy for senior principals, including Board-level decision making. 
  • Designs and implements measures for assessing the effectiveness of the international engagement strategy; develops recommendations for senior management and the Board on appropriate actions to address identified gaps and deficiencies.  
  • Works with deputy director of Regulation and Policy to identify critical gaps in the international strategy framework and provides robust recommendations for the Board’s international policy engagement.  
  • Develops and maintains critical alliances with counterparts in international policy community; and collaborates with other Board divisions on a coherent international policy framework. 
  • Hires, mentors, and oversees staff assigned to the International Strategy section. 
  • This position will require the successful completion of a Board Tier 4 background investigation. 
  • Willingness to travel internationally and maintain flexible work hours to support coordination across multiple time zones, including occasional early morning or late evening engagement with global partners.

KNOWLEDGE, SKILLS AND ABILITIES:

Bachelor’s degree or equivalent experience. Fields of study to such as Business, Economics, International Affairs, or Public Policy 
This role requires a minimum of 10 years’ experience in banking or the regulation and supervision of banks as well as requires 5 years’ experience managing people; with a focus on technical groups related to regulation and supervision of banks or strategic international direction strongly preferred. The candidate should have demonstrated experience contributing to the development of international regulatory and supervisory policy frameworks. In addition, the candidate should have a demonstrated ability to shape and influence international policy outcomes across multiple standard setting bodies (e.g., BCBS, FSB, CPMI, IOSCO, including through direct engagement with senior policymakers and coordination of cross-jurisdictional positions. Deep, demonstrated working knowledge of BIS institutional arrangements is required. At least five years of experience participating in international fora (e.g., Basel Committee or Financial Stability Board, etc.) or at their secretariats is strongly preferred. Candidates should have strong command of international bank regulatory standards and guidance, deep hands-on experience in negotiating international financial standards, and a strong record of tact and diplomacy. Experience in related areas like payments and capital markets is valued. A strong international profile, including demonstrated credibility in global standard-setting environments and experience spanning policy development, supervisory engagement, and cross-border implementation, combined with the ability to engage effectively across diverse jurisdictions, is highly desirable. Demonstrated high proficiency in one or more foreign languages is strongly preferred.

•    Demonstrated experience and commitment to fostering collaboration and employee engagement.
•    Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations.
•    Ability to balance competing interests among a variety of stakeholders and readily readjust priorities to respond to pressing and changing client demands.  Must be able to anticipate and meet the clients’ needs while maintaining high-quality end products.
•    Exceptional organization savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams and strengthen teams, diminishing organizational silos, and facilitating effective group and team dynamics.
•    Ability to communicate effectively, both orally and in writing, with all levels of staff and management.

Understands near-term and long-term needs for the organization and determines how operations should be positioned to meet such needs.
•    Demonstrates proficiency in political savvy, organizational savvy, and interpersonal communication skills.
•    Provides guidance, coaching, and feedback to, and conducts performance reviews for managers and other direct reports, and ensures same is provided to all function staff.
•    Responsible for accomplishing approved program objectives for area(s) of responsibility within the financial and personnel resources allocated by the Board and the division’s senior management.
•    Participates in the development of the division’s strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility.
•    Recommends personnel actions involving promotions, reclassifications, merit increases, and reassignments or separations in area(s) of responsibility.
