Position description
HJF is seeking a Team Lead to provide strategic oversight and leadership for the Health Security Cooperation Education and Training (HSCET) Program in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). This role combines team leadership with high-level advisory responsibilities, ensuring that program initiatives are aligned with NIDHC’s mission. The Team Lead will supervise a multidisciplinary team while serving as a trusted advisor to senior leadership on program strategy, planning, and execution.
This position will be in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness in crisis and conflict. NIDHC is a unique organization that acts as a central source of coordination and support of health operational readiness for the U.S. Department of War (DoW) and coordinates and collaborates among six U.S. Departments: DoD, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation. NIDHC is an International Military Education & Training (IMET) certified schoolhouse providing Health Security Cooperation training. Using Title 22 and Title 10 security assistance authorities, NIDHC delivers specialized training through in-residence and mobile courses. By leveraging DoW and federal interagency experts, NIDHC develops curricula to build partner capacity and strengthen relationships.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF’s support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
RESPONSIBILITIES
- Supervise, mentor, and manage a multidisciplinary HSCET program team, fostering collaboration, accountability, and professional development.
- Ensure HSCET program efforts are coordinated among multiple program managers and aligned with DoW and NIDHC priorities.
- Manages key program elements for the HSCET program ensuring program initiatives are delivered on schedule, meet quality standards, and align with strategic objectives.
- Direct planning, implementation, and evaluation of diverse international training courses across military-civilian health domains.
- Advise NIDHC leadership on programmatic strategy, emerging priorities, and operational challenges.
- Monitor developments in security cooperation, assess implications for the HSCET program, and develop evidence-based strategies.
- Analyze health security cooperation trends, policy developments, and operational needs to provide actionable recommendations.
- Produce high-impact briefing materials, reports, and policy options for NIDHC senior leadership and external stakeholders.
- Build and sustain relationships with interagency partners, government officials, academic institutions, and contractors.
- Maintain seamless communication between NIDHC, and external partners.
- Represent NIDHC in high-level meetings, conferences, and strategic discussions.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Qualifications
Education and Experience
- Master’s Degree required (Economics, Statistics, Political Science, Health Analytics, Public Health Policy or related field of study); Doctoral Degree preferred
- Minimum of 10 or more years of experience required
Required Knowledge, Skills and Abilities
- Demonstrated experience leading multidisciplinary teams in complex health security, public health, or defense programs.
- Experience leading the implementation of security cooperation education and training activities.
- Ability to interpret and translate military doctrine and government policy into program action plans.
- Ability to synthesize complex information and provide strategic recommendations to senior leadership.
- Strong interpersonal and leadership skills; capable of working effectively with military, federal civilian, and contractor personnel.
- Excellent written and oral communication skills, including briefing senior leaders and developing strategic reports.
- Ability to thrive in an adaptive, fast-paced environment with high-level military and civilian stakeholders.
- Must have a valid U.S. Passport.
- Ability to obtain and maintain a T1 Public Trust background check.
Physical Capabilities
- Ability to stand or sit at a computer for prolonged periods.
Work Environment
- This position will take place primarily in an office setting.
Compensation
- The annual salary range for this position is $127,000-$175,000. Actual salary will be determined based on experience, education, etc.
