Position description

The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of four units; the Facilities Management Unit (FMU); the Transport and Logistics Unit (TLU), the Travel Unit (TU) and the Procurement Unit (PU).

Duties and Responsibilities

Within the limits of the delegated authority and under the direct supervision of the Head of Procurement Unit, the incumbent performs the following tasks:

      • Provide administrative support to the Procurement Unit with respect to records, correspondence, courier and mail services, communication and meeting planning with vendors and internal sections. Assist in processing of purchase orders and form signature requests. Administer incoming requests for meetings with the Procurement Unit, the vendors and/or other international organizations. Collate and dispatch procurement review documentation to committee members, certifying officers, the Registry Legal Office, the Office of Internal Audit or the External Auditors. Provide any other administrative support requested by the immediate supervisor.
      • Update and maintain the Procurement Vendor Master Database. Record vendor details in the Master Data Base. Maintain up-to-date procurement suppliers and vendors’ list and all related data; contact prospective suppliers if necessary for any clarification. Contact awarded vendors to ensure that they sign contracts and purchase orders.
      • Manage and record the data related to the evidence collection and analysis of vendor financial due diligence provided by external service providers and data bases. Perform ad-hoc desktop market intelligence.
      • Organise and control procurement filing and archiving by accurately preparing all active procurement files and archive closed or dormant files and digital record management in RM.
      • Provide technical support for procurement tasks and communications (i.e. Tenders, Intranet Procurement Page, Shared mail boxes, E-signatures, Audit data collection and report, etc);

Qualifications

Education:

Diploma of secondary education.

Experience:

A minimum of four years progressive relevant experience, of which one year of experience in administration and office management and experience in procurement procedures. An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.

Experience of working in procurement in an international, government organization or corporate organization is an advantage.

Knowledge, Skills and Abilities:

      • Very good knowledge of and experience in Microsoft standard applications particularly Word, Excel and Outlook are required.
      • Ability to work in a dynamic multi-cultural environment with sensitivity and respect for diversity is required.
      • Strong organisational and communication skills (oral and written) are required.
      • Knowledge and experience in procurement procedures are required.

Knowledge and skills in digital documentation archiving and record management are considered an asset.

      • Skills in document management tools and processes such as RM or SAP are considered an asset.
      • Skills in database and spreadsheets management are considered an asset;
      • Awareness of the UN common system standards of procurement is desirable.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is desirable. Fluency in English oral and written skills is essential. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

      • Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
      • The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
      • Applicants may check the status of vacancies on ICC E-Recruitment web-site.
      • Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
      • In accordance with the Rome Statute, the ICC aims to achieve fair representation of women and men for all positions, representation of the principal legal systems of the world for legal positions, and equitable geographical representation for positions in the professional category.

      • Personnel recruited at the General Service level are not entitled to all of the benefits granted to internationally-recruited staff;
      • The International Criminal Court applies the Inter-Organization Mobility Accord and can support secondment of staff from organizations of the United Nations Common System.
