Position description

The Policy Officer will contribute to EUROMIL’s policy, research and communication activities across a broad range of European security, defence, social and employment-related issues.

The central perspective of our work is always the same: what do European and national policy developments mean for military personnel?

The position therefore requires someone who can work across different subjects. One day may involve analysing an EU defence initiative, another preparing a report on recruitment and retention, working on occupational safety and health, fundamental rights or conditions of service, and another supporting communication activities or preparing a meeting with European or international institutions.

EUROMIL has a small team, and flexibility is therefore essential. The Policy Officer should be comfortable combining policy analysis and research with communication, organisational and practical tasks. We are looking for someone who takes initiative, works independently when needed and is equally comfortable working closely with colleagues.

Main responsibilities

• Monitor and analyse developments in European security and defence policy, EU social and employment policy and other areas relevant to military personnel;
• Prepare reports, briefings, policy papers, background notes and contributions to consultations;
• Assess security and defence developments from a personnel perspective, including issues such as recruitment and retention, working conditions, social rights, occupational safety and health, mental health and well-being, equality, training, fundamental rights and social dialogue;
• Follow relevant developments in the EU institutions, NATO and other European and international organisations;
• Support EUROMIL’s external communication, including website articles, newsletters, social media and other communication material;
• Assist in preparing meetings, conferences, presentations and exchanges with EUROMIL member organisations and external stakeholders;
• Contribute to EUROMIL projects, surveys and research activities;
• Maintain contact with EUROMIL member organisations and help collect and analyse information from different countries;
• Contribute to other policy, communication, administrative and organisational tasks that are part of the day-to-day work of a small organisation.

Qualifications

We are looking for a candidate with a higher education background, preferably at Master’s level, in a relevant field such as European studies, political science, international relations, security or defence studies, law, social sciences or a comparable discipline.

The successful candidate should have:

• A strong interest in European security and defence affairs and their impact on people serving in the armed forces;
• Very good analytical and writing skills and the ability to turn complex information into clear and accessible reports and briefings;
• Excellent command of English, both written and spoken (C1/C2 level);
• A good understanding of the European Union, its institutions and decision-making processes;
• The ability to research unfamiliar subjects and quickly identify the issues that matter for EUROMIL and its members;
• The ability to work independently, take initiative and manage different tasks and deadlines;
• A flexible and hands-on approach to working in a small team, where responsibilities may go beyond a narrowly defined job description;
• Good interpersonal and communication skills;
• Good knowledge of standard MS Office applications.

Knowledge of French or another European language would be an advantage.

Experience or knowledge in European security and defence policy, employment and social affairs, fundamental rights, military personnel policy, trade unions or professional associations, EU advocacy, research or communications would be an asset.
