Position description

Immunization Financing Consultant – Full Time

Location: Remote with a strong preference for Washington D.C. based candidates

The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids (CTFK), supports policy change campaigns around the globe to improve public health. To date, that work includes tobacco control policies, food and nutrition policies, cardiovascular health, road safety, drowning prevention, prevent epidemics, and vital statistics among others, and the organization has supported advocacy campaigns in more than 80 countries across the globe. Through competitive grantmaking, GHAI provides funding to CSOs in low- and middle-income countries and offers tailored technical assistance to advance evidence-based advocacy. GHAI partners closely with governments, civil society, and multilateral institutions—including Gavi, Resolve to Save Lives, and Bloomberg Philanthropies—to support local campaigns that strengthen domestic resource mobilization and public health financing.

The Immunization Program at GHAI works in partnership with NGOs and multilateral organizations like GAVI to run advocacy campaigns to strengthen domestic resource mobilization for immunizations. GHAI seeks an experienced Immunization Financing Consultant (“Consultant”) to drive our work in this area to create demand among the public and policymakers for domestic investments in immunizations, supporting budget advocacy campaigns to support program goals to strengthen public health infrastructure to deliver routine immunizations. The Consultant must demonstrate a well-developed understanding of, and experience in, budget advocacy and immunization, be a self-starter with strong project management skills and have the ability to work within cross-functional teams, with a demonstrated commitment to training and capacity building for our partners in priority countries all across Africa and Asia. Preference will be given to candidates with direct experience in immunization financing.

Position Overview

The Consultant works with the Vice President, of Health Systems Strengthening (HSS) at GHAI and the Immunization team to provide advocacy support by mapping the political landscape; identifying allies, champions, and adversaries; and identifying local partners with whom the GHAI team can work to support increased domestic spending and budgets for immunizations. This support may include policy/advocacy training, public health finance advocacy training, media campaigns, journalism training, and related efforts.

The Consultant is responsible for leading GHAI’s support for budget advocacy efforts related to immunization in around 10 priority countries in Africa and Asia.

Responsibilities:

      • Collaborate with the GHAI Global Immunization team, as well as global and local partners (INGOs, government and civil society) to develop and execute strategic advocacy efforts in priority countries for budget advocacy
      • Under the leadership of VP of HSS, assist with GHAI country advisors to lead advocacy efforts in countries.
      • Support in country consultants to provide ongoing strategic and technical assistance to local partners and coalitions as they support budget advocacy efforts.
      • Develop targeted technical assistance to in country partners during the various stages of the advocacy process.
      • Monitor progress of campaign execution and outcomes and report to relevant stakeholders.
      • Collaborate with the grants team to monitor grantee project implementation and provide technical assistance as requested.
      • Develop and implement strong, clear work plans to implement strategy, manage communication, and coordinate among global and in-country partners.
      • Assist with communications and highlighting our program’s successes and milestones through blog posts, tweets, and messaging on other media outlets.

Qualifications:

      • Seven to Ten years of demonstrated experience in working on budget advocacy for health and ideally some background on immunization;
      • Experience coordinating multi-faceted and complex projects related to policy change in global health, including ability to anticipate issues, develop pro-active solutions, and follow-up and meet deadlines and deliverables;
      • Understanding of the tools and practices needed to influence public health policy in middle- and low-income countries, especially in Asia and Africa, and experience working with in-country organizations in Africa and Asia;
      • Proven ability to coordinate work across multiple stakeholders with sensitivity to the political dynamics;
      • Familiarity with multilateral and bilateral partners in global health;

      • Experience working at the international level and in cross-cultural settings, and the ability to travel internationally;
      • Supervisory experience of teams located remotely is an asset;
      • Strong written and oral communications skills, including the ability to write donor reports;
      • Fluency or working knowledge of French in addition to English is preferred;
      • Consultative and collaborative approach; comfort working across a large and complex international NGO on complex policy issues; and
      • Bachelor’s degree in public policy, communications, public health or other relevant field. Advanced degree preferred.
      • Frequent International Travel Required.
