JOB CONTEXT:

Sudan continues to experience one of the world’s most severe and protracted humanitarian crises due to the armed conflict that erupted in April 2023 between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). The fighting has spread across much of the country, with particularly intense violence in Darfur, Kordofan, Khartoum, and surrounding regions. The conflict has led to widespread destruction of infrastructure, the breakdown of basic services, and extremely limited humanitarian access in many areas. The scale of displacement is unprecedented. Recent UN estimates indicate that more than 11 million people have been forcibly displaced inside Sudan, with around 9 million currently displaced, and over 4 million more seeking refuge in neighboring countries such as Chad, South Sudan, Egypt, and Ethiopia. This makes it the largest displacement crisis globally, not including the rising number of returnees in some areas, who often return to destroyed homes and very limited access to essential services. Across the country, about 33 million people are now in need of humanitarian assistance, reflecting the collapse of health, nutrition, and protection systems. Darfur remains one of the most severely affected regions, with a total of 7.6 million people in need. Ongoing fighting and repeated attacks on towns such as El Fasher and surrounding localities have triggered repeated waves of displacement into already overcrowded areas and across the border into Chad. Communities face extreme food insecurity, with reports of famine conditions in parts of North and West Darfur. Many households survive on very limited meals. Malnutrition rates among children are critically high, and outbreaks of diseases such as cholera and measles have been recorded due to damaged water systems and weakened health services. Overall, the situation remains highly volatile. Continued fighting, restricted humanitarian access, and underfunded relief efforts are driving worsening hunger, displacement, and protection risks across Darfur and the wider region.

HI background & history Handicap International – Humanity & Inclusion (HI) initiated its operations in Sudan in early 2024, in Gedaref State, initially providing technical, financial and operational support to a national NGO, with activities managed remotely due to access constraints. Following HI’s registration with the Sudanese authorities in December 2024, the organisation progressively expanded its operational footprint. In January 2025, HI opened a base in West Darfur (El Geneina) and began direct implementation, including hygiene kit distributions for households with malnourished children, cash-based food assistance, and the strengthening of inclusive humanitarian approaches. In October 2025, HI opened an office and the launch of direct activities in Al Jazirah State, with a focus on physical rehabilitation (including stimulation therapy for children under five) and Inclusive Humanitarian Action, implemented in consortium with humanitarian partners. In January 2026, in light of the emergency in North Darfur, HI opened an office in Tawila to deploy Atlas Logistique teams, which are responsible for providing storage and transport services for humanitarian actors. An Emergency Medical team is also working alongside MSF Hospital to provide post-surgical rehabilitation care.

YOUR MISSION:

The Grant Officer supports the proper management of institutional grants for the Sudan mission across the full project cycle. The position ensures compliance with donor requirements, supports reporting and proposal development, and facilitates coordination between program, support services, coordination, and donors.

-volume of budget & number of staff: +/- 50 staff – 4M€ budget

-donors, main external partners: CDCS, ECHO, GFFO, MoFA Lux + potentially FPI. UNMAS, NMAC

-main mission challenges (renewal of funding, new partnerships, ROOTS deployment, regionalization, etc.

Responsibility 1 : Strategy and grant systems

• Contribute to national and/or regional strategies in line with the global strategies
• Maintain grant tracking tools and ensure proper archiving of contractual documentation.
• Finalize the fundraising package at national level (process, tools…)

Responsibility 2 : Concept note and proposal development

• Support concept note and proposal development, including logical frameworks, narratives, and annexes

Responsibility 3 : Grant follow-up, reporting and compliance

• Facilitate grant kick-off and closure meetings and share donor requirements with teams.
• Monitor compliance with donor rules and follow up on reporting schedules, indicators, and deliverables.
• Compile documentation for audits and follow up on recommendations with departments.

Responsibility 4 : Consortium coordination

• Support coordination and follow up of consortium projects and partners (GFFO, CDCS & GFFO HMA)

Responsibility 5 : Business development and capacity building

• Support the Country Director in business development through opportunity monitoring, analysis, arbitration, proposal development
• Provide capacity building of national staff & provide technical assistance on donor compliance and grant management

YOUR PROFILE

• You hold a degree in international relations, humanitarian affairs or related field.
• You have minimum 3 years of experience in grants management with institutional donors
• You have a proven experience in proposal development and donor reporting
• You have high capacity for analysis and synthesis
• You have excellent drafting skills for proposals and reports
• You are able to work remotely including capacity building and remote deployment
• You are able to handle conflict

Salary from 2250€ gross/month upon experience;

Perdiem: 706€ net/month – paid in the field

Hardship: 500 € net/month paid with your salary;

Paid leaves: 25 days per year;

R&R: 5 days every 8 weeks
