Taxing Burma’s elusive opium flows

 
John Buchanan’s working paper explores the challenges and opportunities for armed groups in Burma related to the growth of the opium sector in Shan State from the 1950s to the 1990s. The properties of opium, the terrain and state capacities created opportunities and constraints.
 
 
Buchanan argues that instead of focusing on the presence of valuable resources, it is necessary to consider the properties of commodities, the intricacies of logistics and the affordances of the terrain in shaping the politics of passage.
