Position description
The Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Deputy Vice President for the International Advocacy team to support its global market access advocacy efforts. This position will lead the development and implementation of policy positions, advocacy strategies, and stakeholder engagement activities focused on improving patient access to innovative medicines in major global markets.
Reporting to the Deputy Vice President, International Advocacy, the Deputy Vice President will serve as a senior leader on international market access issues, including government pricing and reimbursement, health technology assessment (HTA), healthcare financing, value assessment frameworks, and other policies affecting patient access to innovative medicines. The individual will work collaboratively across the organization and with member companies, other trade associations, consultants, and government stakeholders to advance PhRMA’s strategic priorities in key markets around the world.
This Washington, DC-based role requires strategic leadership, strong policy expertise, and the ability to operate independently while managing complex projects and stakeholder relationships across multiple geographies and issue areas.
The Deputy Vice President will:
- Develop and implement advocacy strategies to advance PhRMA’s international market access priorities in major global markets.
- Lead policy analysis and position development related to pharmaceutical pricing and reimbursement, health technology assessment, healthcare financing, value assessment methodologies, and other market access issues.
- Perform and oversee quantitative analysis related to healthcare policies, market access, and/or international trade.
- Represent PhRMA in meetings with government agencies, embassies, organizations, member companies, and external stakeholders.
- Monitor and assess legislative, regulatory, trade, and policy developments affecting patient access to innovative medicines globally.
- Build and maintain relationships with U.S. and foreign government officials, trade associations, industry partners, think tanks, academic experts, consultants, and other key stakeholders.
- Lead and facilitate member company workgroups and task forces focused on international market access priorities.
- Develop policy papers, briefing materials, presentations, talking points, comment letters, and other advocacy materials for internal and external audiences.
- Coordinate closely with PhRMA’s policy, federal advocacy, communications, alliance development, legal, and economic teams.
- Manage consultants, research projects, and external vendors to ensure high-quality and timely work products.
- Oversee project budgets, contracts, and vendor relationships in accordance with organizational policies.
- Provide strategic counsel and subject matter expertise to senior leadership on international market access developments and advocacy opportunities.
- Support the development of cross-functional advocacy campaigns that advance patient access to innovative medicines globally.
- Perform other duties as assigned.

Qualifications
- Bachelor’s degree required; advanced degree in Public Policy, Health Policy, Economics, International Affairs, Public Health, Law, Political Science, or a related field preferred.
- 10+ years of professional experience in international health policy, market access, healthcare economics, public policy, government affairs, trade policy, or related field.
- Expertise in pharmaceutical pricing and reimbursement policies, health technology assessment, and market access policy issues in foreign countries.
- Strong understanding of healthcare systems and healthcare financing around the world and the policies that impact patient access to innovative medicines.
- Experience in performing and overseeing quantitative analysis related to healthcare policies, market access, and/or international trade
- Proven ability to analyze complex policy issues and develop strategic recommendations.
- Exceptional writing, presentation, and communication skills, including the ability to synthesize technical information for diverse audiences.
- Demonstrated experience developing and implementing advocacy strategies involving U.S. and foreign government stakeholders.
- Demonstrated success managing consultants, vendors, and complex projects with multiple deliverables.
- Strong interpersonal skills and ability to establish credibility with senior executives, member company representatives, and external stakeholders.
- Must be willing to travel internationally (Asia, Europe) as needed to support advocacy objectives and stakeholder engagement.
- Demonstrated commitment to teamwork, integrity, and professional excellence.
Preferred Experience
- Advanced degree (Master’s, J.D., Ph.D., or equivalent) in a relevant discipline.
- Experience working directly with foreign government agencies, multilateral organizations, or trade associations in other countries.
- Knowledge of how market access policies affect international trade, pharmaceutical innovation, and patient access.
- Experience engaging with health technology assessment agencies and reimbursement authorities in major international markets.
- Experience leading high-performing, cross-functional teams.
Potential Salary
$187,100-266,700 per annum. Salary is commensurate with experience and other compensable factors.
