Role overview

The Senior Director, International Public Policy may be based in Brazil or Mexico and will support the development and execution of Lilly’s international public policy priorities across Latin America, with a primary focus on Brazil, Mexico, and Colombia.

Reporting to the Vice President, Head of International Public Policy, this role acts as a strategic partner and connector to affiliates, ensuring that global and regional policy positions are translated into practical, locally relevant policy strategies that enable access, protect innovation, and support business objectives.

A core dimension of the role is hands-on affiliate support, working closely with country teams to navigate complex policy environments, strengthen local policy capability, and ensure consistent, coordinated advocacy across priority markets.

In addition, the role includes a significant international (IBU) component, dedicated to developing and advancing global policy guidance on key strategic topics such as AI, compounding, and insulin, and ensuring alignment and connectivity with IBU affiliate teams across markets.

Key responsibilities

Policy strategy and execution

  • Contribute to the development and execution of Lilly’s international public policy strategy as it applies to Latin America, in particular to Brazil, Mexico, and Colombia.
  • Serve as the primary international policy partner for affiliates in Brazil, Mexico, and Colombia.
  • Support affiliates in interpreting, localizing, and executing global and regional policy positions in national contexts.
  • Develop and support the drafting of policy positions and materials to enable affiliates to engage effectively at local level, ensuring alignment on messages, data, narrative, and best practices in response to local health system reforms and policy developments.
  • Help affiliates assess policy risks and opportunities (e.g., compounding, counterfeiting, pricing, reimbursement, HTA, IP, local manufacturing, sustainability).
  • Provide on-the-ground policy problem solving, including preparation for government engagement, external positioning, and internal decision-making.
  • Facilitate sharing of best practices, tools, and lessons learned across affiliates.

Policy intelligence and early warning

  • Monitor emerging policy, legislative, and regulatory developments across Latin America, with depth in Brazil, Mexico, and Colombia.
  • Identify early signals of policy risk or opportunity and support affiliates in developing mitigation or engagement strategies.
  • Provide concise policy insights to international and corporate stakeholders to inform strategic planning.

External engagement and collaboration

  • Support affiliate engagement with governments, trade associations, think tanks, and regional policy forums.
  • Partner closely with corporate affairs, government affairs, legal, regulatory, and market access colleagues to ensure aligned and coordinated advocacy.
  • Act as a connector between affiliates, regional teams, and corporate functions to reinforce consistency and strategic coherence.

Cross-IBU policy leadership

  • Contribute to the development of global policy guidance on key strategic topics, including AI, compounding, and insulin.
  • Partner with IBU teams and affiliates to translate global policy frameworks into actionable strategies at market level.
  • Ensure alignment and consistency of policy approaches across geographies, connecting local insights with global priorities.
  • Support the development of tools, narratives, and engagement strategies to advance IBU-related policy objectives.

Basic Qualifications

  • Advanced Degree (Master’s or PhD) in public policy, international relations, law, public health, or a related field.
  • 15+ years of experience in public policy, government affairs, or related roles, preferably within healthcare or pharmaceuticals.
  • Fluency in English; Spanish and/or Portuguese strongly preferred.

Additional Preferences:

  • Strong familiarity with Latin American policy environments, particularly Brazil, Mexico, and/or Colombia.
  • Proven experience working closely with country affiliates in complex, evolving policy landscapes.
  • Ability to translate complex policy issues into practical, affiliate-ready guidance.
  • Strong stakeholder management skills and comfort operating independently in fast-paced, high-stakes environments.
