Position description

Founded in 1993, the National Harm Reduction Coalition (NHRC) is a leading advocacy and capacity-building organization dedicated to promoting the health and dignity of individuals and communities affected by drug use and structural violence. Our national organization is committed to advancing harm reduction policy and practice through our comprehensive programs. As a national organization we advance harm reduction policy and practice through six core programs:

  1. Harm reduction policy, community mobilization, and advocacy.
  2. Harm reduction resources include in-person and virtual training, self-paced online learning modules, publications, and maps to locate syringe service and naloxone programs.
  3. National and regional convenings.
  4. Fiscal sponsorship.
  5. Technical assistance on overdose prevention education, hepatitis C prevention and treatment, syringe access expansion, linkages to MOUD treatment, and the US opioid crisis.

Our programs center racial equity as guided by our North Star: The National Harm Reduction Coalition creates spaces, dialogue, and action that help heal the harms of racialized drug policies.

POSITION SUMMARY

The Tobacco Harm Reduction Education and Engagement Project Manager will lead day-to-day operations, coordination, and implementation of NHRC’s Tobacco Harm Reduction Education and Engagement (THREE) Project.

This role is responsible for leading the steps to the accreditation processes for all curricula designed according to the tobacco harm reduction grant and for advancing a harm reduction-informed curriculum that addresses the health disparities associated with combustible tobacco use among people who use drugs (PWUD) and other marginalized communities.

Reporting to the Lead National Director of Capacity Building and Engagement, this position manages project planning, execution, supervision, and coordination with stakeholders including harm reduction programs, substance use disorder (SUD) treatment providers, subject matter experts, and people with lived and living experience. This position will supervise and support a Training Coordinator and a Media and Online Learning Coordinator, providing regular supervision, mentorship, and professional development.

The Project Manager ensures high-quality deliverables, manages timelines and budgets, and integrates evaluation and feedback across educational modalities including online learning, webinars, micro-content, and technical assistance.

KEY RESPONSIBILITIES

Program Management & Implementation

  • Oversee the daily operations of the THREE Project, ensuring alignment and coordination across internal teams, contractors, and external partners.
  • Manage and lead the development, production, and dissemination of accredited educational materials (e.g., modules, webinars, infographics, and toolkits) that support tobacco harm reduction (THR) goals.
  • Monitor and track multiple workstreams and timelines to ensure timely achievement of all project milestones and deliverables.
  • Collaborate with the Chief Financial Officer and Lead National Director of Capacity Building and Engagement to support budget management and ensure compliance with funder deliverables.
  • Ensure consistent, clear communication across project teams and stakeholders throughout the full lifecycle of the THREE Project.
  • Partner with communications staff to distribute project content across NHRC platforms, including listservs and the Tobacco Harm Reduction microsite.
  • Maintain thorough documentation of project activities, stakeholder engagement, outcomes, and metrics for internal use and funder reporting.
  • Develop and publish one peer-reviewed article and one comprehensive analysis report to highlight program outcomes and offer evidence-based solutions and recommendations related to THR.

Curriculum & Accreditation Coordination

  • Design and facilitate focus groups with SSPs, Substance Use Disorder (SUD) treatment providers, harm reductionists, people who use drugs (PWUD), and recovery professionals to identify priority training needs.
  • Develop a curriculum framework targeting key subpopulations based on focus group insights and identified gaps.
  • Lead curriculum design and revision efforts in collaboration with subject matter experts and the Clinical Advisory Board to address misinformation about nicotine, encourage cessation/switching from harmful tobacco products, and advance research capacity.
  • Schedule, convene, and facilitate quarterly Clinical Advisory Board meetings to review curriculum content and align educational goals with THR principles.
  • Coordinate the implementation and evaluation of CE/CME-accredited training sessions for healthcare providers and other stakeholders.
  • Identify and document service delivery gaps in THR support at SSPs and SUD treatment programs using the A PLACE (Awareness, Policy/Practice, Leadership, Alliances, Cultural Competency, and Establishment/Expansion/Evaluation) framework.

Stakeholder Engagement & Technical Assistance

  • Cultivate and sustain collaborative relationships with harm reduction, SUD, and recovery organizations, professional associations, and community-based partners.
  • Coordinate technical assistance and training sessions based on the evolving needs of partners and stakeholders.
  • Promote and support NHRC’s and the Global Action Network’s shared vision of eliminating the use of combustible tobacco and reducing negative health outcomes.
  • Represent NHRC in relevant meetings, conferences, and public forums to advance program visibility, partnerships, and stakeholder engagement.

COMPETENCIES

  • Project Management: Demonstrated ability to manage complex, multi-partner initiatives with multiple deliverables and timelines.
  • Content Development: Experience developing and managing health education materials with a public health and harm reduction lens, including culturally responsive and evidence-based resources tailored to diverse populations.
  • Community Engagement: Proven ability to collaborate with people who use drugs, peer workers, and organizations grounded in lived or living experience.
  • Inclusive Supervision: Skills in staff supervision, mentorship, and creating inclusive team culture for PWUD, people involved in the sex trade, the LGBTQ+ community, and other historically oppressed populations.
  • Communication: Strong written and verbal communication skills across multiple platforms and stakeholder groups.
  • Evaluation & Reporting: Familiarity with tracking impact, evaluation methods, and reporting to organizations and funders.

SUPERVISORY RESPONSIBILITIES

In this leadership role, the Project Manager will supervise and support two key team members—the Training Coordinator and the Media and Online Learning Coordinator—through consistent staff supervision, mentorship, and professional development initiatives. Responsibilities include managing project task assignments, setting measurable performance goals, and conducting regular employee evaluations to ensure team productivity and accountability. The ideal candidate will demonstrate strong team leadership skills and a commitment to fostering an inclusive, collaborative work environment aligned with NHRC’s mission, core values, and equity-focused practices. This position is ideal for professionals experienced in program management, staff development, and organizational leadership within the nonprofit or public health sector.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in public health, education, social work, or related field; or equivalent lived and professional experience.
  • Minimum of 3 years of experience managing projects, ideally in public health, harm reduction, or behavioral health settings.
  • Research experience in biomedical sciences or human behavior.
  • Three or more years of supervisory experience.
  • Experience with curriculum development, capacity building, and training implementation.
  • Proficiency with Google Workspace, Zoom, other relevant software.
  • Competence with project management tools (e.g., Asana, Trello).

PREFERRED EDUCATION AND EXPERIENCE

  • Master’s degree in public health, social work, or education.
  • Experience with tobacco harm reduction or substance use education.
  • Lived or living experience with combustible tobacco use.
  • Experience working in a non-profit setting and harm reduction setting.
  • Proficiency in reading, writing, and speaking English and Spanish.
  • LCSW, LMSW, or MSW License.
  • Project Management Professional Certification.

WORK ENVIRONMENT

  • Remote: The work environment is typical of an office setting.

PHYSICAL DEMANDS

  • Sitting, Walking, Standing, Computer Use/Driving, Lifting (up to 25 lbs.)

TRAVEL REQUIRED

  • The position requires moderate travel, approximately 14 days per year.
