The position is located in the Social Dialogue, Labour Relations and Governance of Work Branch (LABGOV) of the Governance and Tripartism Department (GOVERNANCE), within the Governance, Rights and Dialogue Cluster. The Branch’s mandate is to promote the effective and inclusive governance of work and sound labour relations, through the enhancement of legal and regulatory frameworks, the promotion of collective bargaining and social dialogue, as well as the strengthening of labour administration, labour inspection and labour dispute prevention and resolution systems. 

LABGOV provides policy guidance, technical support and capacity-building to constituents in developing sound legal and regulatory frameworks, based on international labour standards, that provide the necessary protection and ensure access to labour justice for all and the rule of law. It supports them in promoting an effective and inclusive social dialogue to enhance its impact in policy making, strengthening and promoting collective bargaining processes and outcomes and sound labour relations, together with strong labour administration, as key institutions for an effective and inclusive governance of work. Through a strategic compliance approach, the Branch also supports labour inspectorates to enhance enforcement of national laws and regulations, as well as collective agreements, for an effective workplace compliance.

The position will be responsible for undertaking research and contributing to the drafting of documents and other material on systems and trends of social dialogue and industrial relations as well as  official reports, i.e.: the recurrent item report on social dialogue (ILC 2026) and other research tasks re tripartite cooperation; social pacts; representativeness; cross-border social dialogue; shaping labour market policy and regulation through social dialogue; social dialogue responses to crises and transitions; improving the inclusiveness of social dialogue including in relation to various enterprises and groups of workers such as women, youth and people with disabilities. The position will contribute to, among others, the empirical analysis and research to produce the third flagship report on social dialogue and tripartism (November 2027). 

The incumbent will report to the Senior Social Dialogue Specialist in charge of the Recurrent item Report.

Duties and Responsibilities :

Duties :

  • Identify, collect and analyse data and information, of national or comparative scope, on social dialogue and tripartism and themes relevant to LABGOV’s mandate and work plan, using all sources of information; update relevant databases or repositories.
  • Undertake research, including reviews of literature, and participate in the drafting of studies, reports, technical briefs, analytical notes, country profiles. 
  • Contribute to the preparation of training materials.  Provide input to presentations and other materials for use in policy fora and training seminars (national, regional and international), including the Academy on Social Dialogue and Industrial Relations.
  • Contribute to the broad range of activities of LABGOV designed to identify and respond to the constituents’ needs and priorities, in line with the ILO Programme and Budget, action plans and other institutional documents relevant to social dialogue and industrial relations.
  • Contribute to the dissemination and communication strategy of the Branch, including through assisting in the organization of workshops and seminars and drafting newsletters and other promotional materials. 
  • Perform other relevant duties as assigned.  
  • These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Duties :

  •  Compile and maintain data bases on selected subjects.
  • Analyse data for programme development and research studies.
  • Draft components of regional, country or related sectoral analyses for reports and publications.
  • Assist in technical backstopping, project implementation and monitoring, as junior desk officers.
  • Participate in technical missions for research and fact-finding.
  • Assist in organizing workshops and seminars.

Required qualifications:

Education:

  • First level university degree (Bachelor’s or equivalent) in industrial relations or social sciences. 

Experience :

  • At least three years of proven research experience in the field of social dialogue and industrial relations.

Languages :

  • Excellent command of English required. Working knowledge of French or Spanish would be an advantage.
