Project Description:

The EmpowerHER Project aims to improve equality, enjoyment of human rights, and freedom from sexual and gender-based violence (SGBV) for women and girls in Kiribati, Solomon Islands, and Tonga. Through locally driven, survivor-centered, and culturally appropriate approaches, the project will strengthen government accountability, enhance service provision, and support community-based advocacy to eliminate SGBV. This will be achieved by:

1. Strengthening community, civil society, and government capacity to prevent, respond to, and protect women and girls from SGBV.
2. Improving government accountability and transparency in delivering gender-responsive public services for SGBV survivors.
3. Enhancing data collection, policy implementation, and resourcing for SGBV prevention and response services.

EmpowerHER will take a locally-driven, survivor-centered, and culturally sensitive approach, working closely with civil society organizations (CSOs), women’s rights organizations (WROs), community and religious leaders, and government institutions. The project directly supports the three countries’ key national action plans (NAPs), policies and legal frameworks to strengthen implementation, coordination and sustainable resourcing for SGBV, including the National Approach to Eliminating SGBV in Kiribati (2011-21); Solomon Islands’ National Policy to Eliminate Violence Against Women and Girls (VAWG) (2021-27) and Family Protection Act (2014); and Tonga’s National Women’s Empowerment and Gender Equality (GE) Policy and Strategic Plan of Action (2019-25).

About the work

The SGBV Specialist will provide technical leadership on sexual and gender-based violence prevention, response, and survivor support within the EmpowerHER project. This role will involve strengthening local capacities, advising on policy and legal frameworks, supporting service and donor coordination, and implementing culturally responsive interventions. The Specialist will work closely with government agencies, civil society organizations (CSOs), and community leaders to promote survivor-centered, trauma-informed, and rights-based approaches to SGBV prevention and response.

The Role

Technical Leadership on SGBV Prevention and Response

• Provide technical expertise on SGBV prevention, protection, and response strategies aligned with national and regional frameworks.
• Ensure all project interventions use a survivor-centered, trauma-informed, and rights-based approach.
• Lead the development and adaptation of training materials, guidelines, and tools for SGBV prevention and response services.
• Ensure that climate-related emergencies and their impact on SGBV risks are integrated into project strategies.

Capacity Building and Training

• Design and deliver trainings for government, CSOs, frontline service providers, and community leaders on SGBV-related topics.
• Support men’s and boys’ engagement initiatives to promote positive masculinities and challenge harmful gender norms.
• Work with community and faith-based leaders to integrate gender-sensitive and culturally appropriate SGBV prevention approaches.

Strengthening Coordination and Service Provision

• Support facilitation of multi-sectoral coordination of health, justice, law enforcement, and social services for survivors at sub-national levels.
• Strengthen referral pathways and national Standard Operating Procedures (SOPs) for SGBV response, ensuring accessibility for marginalized groups (women with disabilities, LGBTQI+ individuals, and remote communities).
• Provide advisory support to government to strengthen survivor-centred, trauma-informed, and rights-based SGBV prevention and response measures.

Advocacy, Policy, and Legal Reform Support

• Support CSOs and women’s rights organizations (WROs) to advocate for government to implement and strengthen SGBV laws, policies, and services.
• Provide technical inputs to CSOs to advocate for stronger legal frameworks on matters such as family protection, anti-human trafficking, and prevention of child marriage.
• Contribute to national advocacy campaigns and awareness-raising activities on women’s rights and SGBV prevention and response.

Monitoring, Evaluation, and Learning (MEL)

• Support the collection and analysis of disaggregated SGBV data to improve evidence-based decision-making.
• Contribute to project MEL activities, ensuring SGBV interventions align with project goals and international best practices.
• Document and share lessons learned, best practices, and innovative approaches to addressing SGBV in the Pacific.

Qualifications

Essential:

• Advanced degree in gender studies, social work, human rights, public health, law, or related field.
• At least 7+ years of experience in SGBV programming, policy advocacy, or service provision, preferably in the Pacific region.
• Demonstrated expertise in survivor-centered, trauma-informed, and rights-based approachesto SGBV prevention and response.
• Experience working with government institutions and civil society to strengthen SGBV services.
• Strong facilitation and training skills, particularly for government actors, CSOs, and community leaders.
• Proven ability to engage with faith-based organizations, traditional leaders, and boys and men to address harmful gender norms.
• Experience in policy analysis and legal framework developmentfor SGBV and women’s rights.
• Strong project management skills, including MEL experienceand ability to document impact and lessons learned.

Desirable:

• Familiarity with SGBV-related laws and policies in Kiribati, Solomon Islands, and Tonga.
• Experience integrating climate change adaptation and disaster risk reduction (DRR)with SGBV programming.
• Knowledge of Pacific cultural and gender dynamics, including engagement with Indigenous and LGBTQI+ communities.
• Fluency in English; knowledge of Pacific languagesan asset.
