Position description

Senior Program Officer/Director, Global Nuclear Policy Program (GNPP)

NTI – a global security organization driving systemic solutions to nuclear, biological, and emerging technology threats imperiling humanity – is seeking a Senior Program Officer or Director (title to be determined based on candidate experience) to join the Global Nuclear Policy Program (GNPP) team.

GNPP works with governments, partner organizations, and leaders around the world to develop policies, leadership, and the global capacity to reduce reliance on nuclear weapons, prevent their spread, and ultimately end them as a threat to the world. This includes promoting policies that reduce the role, number, and risk of use of nuclear weapons; encouraging and facilitating international cooperation to reduce nuclear risks; and conducting research and analysis aimed at developing and implementing practical, innovative approaches to reduce and eventually eliminate nuclear weapons.

This position reports to the Vice President for the Global Nuclear Policy Program. This is a full-time hybrid position, working a minimum of three days a week in our Washington, DC office.

This selected candidate will support, coordinate, and implement GNPP efforts to reduce nuclear risks worldwide and play a leading role in shaping NTI’s analysis, policy development, and recommendations related to U.S. nuclear policy and posture and support the organization’s outreach to Congress. This will include:

  • Developing and implementing activities related to promoting policies and postures that reduce nuclear risks, promote security and stability, prevent the spread of nuclear weapons, and advance the ultimate objective of achieving a world without nuclear weapons.
  • Tracking policy developments and U.S. and foreign government activities and initiatives relevant to the work of GNPP.
  • Representing NTI in meetings with government officials, at professional conferences, and in international diplomatic meetings.
  • Collaborating with other NTI programs – including the Government Relations and Communications teams – to develop and implement effective strategies for advancing NTI policy priorities with legislative and executive branch officials, as well as international government officials and stakeholders.
  • Conducting outreach to governments, partner organizations, and other stakeholders to identify and capitalize on opportunities to cooperate to advance NTI objectives.
  • Planning and implementing GNPP program activities, including establishing milestones, mitigating project risks, and other project management responsibilities.
  • Planning and coordinating domestic and international meetings and events, including overseeing logistical arrangements.
  • Assisting with preparation and management of grant proposals and reports.
  • Providing support to other GNPP and NTI projects, as needed.

What are the requirements for the position? Preferred candidates will have:

  • A bachelors’ degree, masters preferred, in a relevant field (e.g., international relations/affairs, political science, or a related field) and
  • At least 6-8 years of relevant experience in government, U.S. Congress, the non-profit or private sector, or an international organization.

What would make you stand out?

  • You can demonstrate tangible examples of influencing global nuclear security policies and ideas related to nuclear risk reduction, arms control, disarmament, and/or nonproliferation.
  • You have demonstrated knowledge of U.S. nuclear policies and postures, arms control, and/or the policy formation and/or budget process in the executive branch, legislative branch, or both.
  • You are familiar with Russian and/or Chinese nuclear policies and postures and/or Euro-Atlantic and Asia-Pacific regional security issues.
  • You have strong written and oral communication skills and a proven track record of effective policy analysis and advocacy.
  • You have demonstrated capacity to think creatively and develop and execute new, innovative projects and can juggle multiple projects with competing demands and overlapping deadlines.
  • You have strong interpersonal and collaboration skills.

This position will require some domestic and international travel.

Hiring pay range: $122,600 – $164,000, dependent on hiring title and prior experience. This position is eligible for health insurance benefits, as well as other generous benefits that are part of the NTI compensation package.
