The post is located in the Project Financial Management Sub-Unit (PFMSU), UNODC Budget Unit (UNODC-BU), Budget Section (BS), Financial Resources Management Service (FRMS), Division for Management (DM) of the United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief, UNODC Budget Unit, and the overall supervision of the Chief, Budget Section.

Responsibilities

  • Supervise team members and the work of the Project Financial Management Sub-unit.
  • Promote improvements to the methods of work of the Sub-unit.
  • Provide guidance, training and daily supervision of the general service staff in the area of responsibility.
  • Approve released budgets for all technical cooperation projects of UNODC  within available voluntary contribution (VC) resources and in line with donors’ requirements and relevant management instruction.
  • Review and analyse cost estimates and programme/project budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensure compliance with regulations and rules and established policies and procedures.
  • Assist and advise programme/project managers in the elaboration of resource requirements for project budget submissions and revisions based on funds availability.
  • Monitor project budget implementation/expenditures and recommend corrective actions when necessary.
  • Verify accuracy of project financial data in Umoja.
  • Coordinate with other finance and budget staff on related issues during preparation of project budget documents and report.
  • Provide guidance and advice to project managers at Headquarters and in the field offices on financial matters related to grants budgets and expenditures.
  • .Draft correspondence to respond to enquiries about relevant financial and budget matters related to projects;
  • Follow up on audit recommendations.
  • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. 

Education:

High school diploma or equivalent.

Work Experience:

  • A minimum of ten years of progressively responsible work experience in the field of budget, finance, or other related fields, is required.
  • The minimum years of relevant experience is reduced to 8 for candidates who possess a first-level university degree or higher.   
  • Experience of working in technical cooperation project management is required.    
  • Experience with grants, project and fund management applications, preferably related to Umoja modules (SAP) or similar, is required.   
  • Experience working with spreadsheet and word processing applications is required.   
  • Work experience with the United Nations system or similar international organization is desirable.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
