Position description

The IRC’s Resettlement, Asylum, and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to gain stability and control of their future. RAI serves more than 100,000 individuals each year, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.

SCOPE OF WORK:

The Program Officer oversees IRC’s Unaccompanied Children’s Crisis Assistance Program (UCCAP), a privately funded, 12-month program to supporting children and young adults (0-21) who entered the U.S. without a parent or legal guardian and were designated as unaccompanied children. The Program Officer has overall responsibility for ensuring that the project deliverables are met. This includes supervising Senior Caseworkers, coordinating with the Operations Manager and the Quality Assurance and Data Coordinator, engaging stakeholders, conducting community outreach and trainings, and supporting during crisis intervention. The Program Officer must be proactive and be able to work independently to accomplish the goals of a short-term project that seeks to improve the safety and stability of children, young adults, and families in a quickly shifting environment.

Major Responsibilities include but are not limited to:

  • Supervise Senior Caseworkers to ensure successful delivery of quality case management services.
  • Monitor case management service provision, including reviewing documentation for accuracy and timeliness, ensuring the number of cases falls within targets, and that policies and procedures are being followed.
  • Lead the development of relevant Standard Operating Procedures and workflows.
  • Act as a point of escalation for staff with complex cases, cases of concern, and client crisis. This includes liaising with child welfare and law enforcement agencies, as needed.
  • Ensure case managers have been appropriately onboarded and oriented to their position and provide regular professional development in case work and client facing skills to staff.
  • Coordinate with the Quality Assurance and Data Coordinator to ensure the ability to appropriately track project related data.
  • Coordinate with the Operations Manager and Finance Coordinator to ensure successful delivery and processing of direct assistance and support with managing the program budget by overseeing the tracking of direct assistance funds.
  • Monitor project indicators and outcomes, providing regular updates to internal stakeholders on progress towards targets.
  • Cultivate partnerships with internal and external stakeholders, including partner agencies and service providers.
  • Lead the coordination with internal and external stakeholders to ensure a pipeline of referrals into the project.
  • Develop community trainings for affected communities, liaising with internal and external stakeholders for subject matter experts.
  • Co-Facilitation of the Unaccompanied Children’s Community of Practice.
  • Conduct community mapping and enhance a durable referral network for services and supports.
  • Accountable for ensuring accurate and timely submission of required reports and documentation.
  • Works to create a sense of teamwork even when staff are working remotely in different geographic areas.
  • Maintain a strong understanding of trauma-informed principles and approaches, protection and safeguarding, and mandatory reporting.
  • Ensure the confidentiality of children and their cases.
  • Carry out small caseload as needed to ensure responsive, appropriate, client- centered service delivery to meet capacity requirements, and other duties as assigned.

 

Qualifications

  • Must possess a master’s degree in the behavioral sciences, human services or social services field; with at least 1 year of employment experience that demonstrates supervisory and case management experience or a Bachelor’s Degree plus at least three years of progressive employment experience that demonstrates supervisory and case management experience.
  • Minimum of one year of supervisory experience, including program oversight, review and monitoring of cases, and compliance with contractual obligations
  • Written and verbal fluency in Spanish and English.
  • Experience providing case management services to unaccompanied children.
  • Excellent verbal and written communication skills.
  • Proven ability to manage complex client situations centering client safety and child protection principles.
  • Experience analyzing data and writing reports.
  • Knowledge of federal, state, and local community social service systems as well as how to build a map of community referrals.
  • Demonstrated success working effectively in various global environments and contexts.
  • Self-starter with excellent problem-solving skills combined with the ability to prioritize duties and manage time effectively.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook), Microsoft Teams, Zoom, and other platforms.

Working Environment***:***

  • A variable work schedule / hours including non-traditional hours such as evenings and weekends will be required as needed. A dedicated private workspace is required.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
