Position description

Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
Location: Implementation office in Nyala, South Darfur
Reporting to: Sudan Country Manager
Technical supervisor: CARP Regional Head of MEAL
Supervising: No supervisory role – except for interns occasionally
Salary: $1400 gross of tax. 33 days of annual leave to include all public and religious holidays

Status: The applicant needs to be of National status within Sudan and living in South Darfur

Role Duties and Responsibilities:
Contribute to developing and implementing monitoring and evaluation systems in the assigned Hub:
•Implement monitoring and evaluation systems for the programme at the Hub
•Collect and analyse data on transhumance flows and conflict dynamics within the area of coverage
•Conduct quantitative and qualitative data analysis to assess the effectiveness of our peacebuilding initiatives and the impact of our activities
•Monitor social cohesion among communities
•Contribute to the identification and protection of designated vulnerable groups, including women and girls in coverage area
•Design the implementation plan to monitor and evaluate programme delivery at the Hub level
•Assist with IT support and training at the Hub level.
Responsible for programme monitoring and evaluation at the level of the Hub
•Ensure the programme adapts and evolves to meet the needs identified, remaining accountable to communities affected by conflict
•Evaluate the impact of climate change on conflict in the designated region
•Monitoring against the Theory of Change and ensuring that the programme is achieving the intended impact. If not, identifying what needs to change to achieve the intended impact
•Monitoring against performance indicators to check that the project is delivering against the indicators. Identify issues and agree action plans to address them
•Capture learning and identifying what works, what isn’t working, what needs to be done differently to attain intended outcomes and impact.
Responsible for Producing Timely Internal and External Reports
•Contribute to producing monthly and annual reports for all activities at the level of the Hub and Country
•Generate clear, professional and visually attractive reports that explain the impact of our work and the recommendations from our dialogues
•Work with the Communications team producing informal news items, telling the story of the impact of our work and publicising the recommendations that come from dialogues that we facilitate

Person Specification:
Essential:
•At least 3 years’ MEAL experience in complex environments, preferably in the region and/or country
•Proven experience in data collection and analysis is required
•Professional level, English and Arabic and exceptional writing skills and should be able to produce highly professional reports for a range of audiences
•Willing to be based at the designated Darfur Hub Office and provide MEAL support to the designated hub, and other hubs in country as may be required
•Demonstrable experience in monitoring, evaluation and learning of peacebuilding processes is desirable
•Bachelor’s degree or equivalent in social sciences, statistics, Economic or related field
•Excellent IT skills, including MS Office and tools to analyse large datasets
•Personal efficiency, resourcefulness, organisational ability and the ability to be flexible and maintain good humour in challenging circumstances
•Strong communication and interpersonal skills
•Adaptability to challenging field conditions
•Familiarity with conflict-sensitive approaches
•Awareness of cultural diversity and political sensitivities and ability to address such issues with tact, diplomacy and sensitivity

Desirable:
•Excellent communication skills in English and Arabic for reporting and stakeholder engagement
•Ability to work in complex, multi-cultural environments
•Experience of working in the region.
•Video editing experience.
•Practical experience and/or training in NGO Security Management.
