Winrock International is seeking a qualified Monitoring, Evaluation, Accountability and Learning Specialist Consultant to support an anticipated GIZ-funded initiative focused on supporting the Jordanian government in advancing the Water, Energy, Food, and Environment (WEFE) nexus governance in aligning sectoral strategies, developing integrated Key Performance Indicators (KPIs), R-MEAL systems, building digital decision support tools, and advancing capacity-building across institutions. The consultant will be responsible for leading monitoring and evaluation (M&E) efforts and ensuring timely, results-based reporting aligned with project objectives.

Responsibilities:

  • Develop and implement a results-based M&E framework aligned with the project’s objectives and indicators.
  • Monitor project activities and track progress toward outputs and outcomes using quantitative and qualitative data.
  • Produce high-quality technical and results-based reports for internal and donor use.
  • Coordinate data collection, analysis, and documentation of lessons learned and best practices.
  • Work closely with the project team to ensure data-driven decision-making and adaptive project management.

Qualifications:

  • Bachelor’s degree in economics, public administration, development studies, or a related field (Master’s preferred).
  • Minimum 15 years of experience in M&E
  • 10 years experience in results-based monitoring and donor reporting tailored to inter-sectoral structures in Jordan
  • Familiarity with GIZ reporting systems and RBM tools is an asset.
  • Strong analytical, writing, and data visualization skills.
  • Fluency in Arabic and working proficiency in English.
