Position description

The incumbent of this position will report to the Counter Foreign Malign Influence Unit within the Office of Counter Terrorism.

Performing Homeland Security Analysis focused on Counterintelligence. Homeland security analysis includes, but is not limited to, analysis of analysis of tactics and trends; infrastructure security trend analysis; program evaluation; physical and cyber security risk convergence; threat analysis; physical or cyber security risk assessments, or emergency management analysis; or any other public safety analysis as appropriate.

The Homeland Security Program Analyst (HSPA) 1 will report to the Homeland Security Program Analyst (HSPA) 3 Vetting Manager, with primary responsibilities focused on vetting foreign representatives related to the Office’s Countering Foreign Maligned Influence. The HSPA will continuously improve open source research processes by: conducting research and policy analysis on foreign maligned influence, security and risk topics related to homeland security, public safety issues and national priorities, provide program and operational support, communicate and coordinate with agency stakeholders and partners in the public and private sector to insure they are meeting the specific objectives of homeland security and public safety services programs, policies and strategies; and participate in programmatic and agency outreach activities.

Duties include but are not limited to the following:

• Serve as an analyst, open source researcher, and team support staff member on the Division’s Counterintelligence Program.

• Conduct structured searches across publicly available sources to monitor for indicators of risk such as affiliations, inconsistencies, sanctions exposure, or ties to foreign governments or state-backed entities.

• Analyze collected information and produce clear, concise reports summarizing findings.

• Conduct vettings on foreign nationals and foreign entities for risk, and highlight any specific concerns to New York State.

• Track and analyze ongoing developments related to previously vetted individuals and organizations.

• Identify broader trends related to foreign malign influence (e.g., increased outreach from certain regions, emerging influence tactics, etc.)

• Maintain continuous awareness of the global geopolitical landscape and assess how foreign information environments may shape narratives, perceptions, and decision making within New York State.

• Develop and enhance the unit’s capability to identify, assess, and respond to potential foreign malign influence by developing indicators, improving analytical workflows, and enabling timely escalation of concerning information to relevant stakeholders.

• Develop and assist in providing briefings synthesizing open-source intelligence findings for executive audiences, highlighting key concepts, relevant actors, and potential risks or implications.

• Assess counterintelligence issues, including working with internal and external partners, reviewing, evaluating and commenting on topics such as economic espionage, elicitation and insider threats.

• Support the emergency functions of the State Emergency Operations Center (SEOC).

• Performs other duties as assigned that are in support of the mission or other program areas.

• Travel is required (25%).

• Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required.

• Ability to obtain a National Security Clearance is a requirement.

• Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

• Regular travel, unscheduled overtime, and some evening, weekend and/or holiday work can be anticipated.

Qualifications

Six years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred qualifications:
• Education or professional experience in the field of counterintelligence or
• Education or professional experience in intelligence operations;
• Academic or professional experience in research and analysis of technical programs;
• Education or professional experience in risk management, insider threat, and foreign maligned influence;
• Analysis and development of operational protocols for an organization, including risk management;
• Analysis of public policy issues or
• Analysis of strategic planning and process improvement;
• Public speaking, briefing and training.
