Position description

The incumbent serves as a principal advisor to the Deputy Assistant Secretary for Strategic Trade, the Principal Deputy Assistant Secretary for Strategic Trade and Technology Security, and the Assistant Secretary for Export Administration on the complex matters relating to nonproliferation and foreign policy export controls.

  • The incumbent has primary responsibility for implementing the full range of responsibilities associated with the development, interpretation, implementation, and modification of nonproliferation export controls, foreign policy controls, international sanctions, and treaty compliance.
  • The incumbent oversees a team of approximately 50 export policy analysts, administration specialists, and engineers responsible for the evaluation and disposition of the export and reexport license applications and commodity classification applications involving dual-use goods and technologies controlled for U.S. national security reasons. The incumbent promulgates appropriate guidelines and standard operating procedures for licensing staff and oversees their recruitment and retention, including performance and conduct.
  • The incumbent formulates and monitors the office’s budget to reflect the policy and programmatic goals and needs of the organization, makes decisions on long-range strategic and financial plans, acquisition management, and human capital initiatives affecting the office, and ensures the most effective use the office human and financial resources resulting in a high quality of administration.
  • The incumbent establishes and maintains liaison contacts in all areas of the export control community; establishes and maintains cooperative relationships with BIS Export Enforcement, the Departments of State, Defense, and Energy and the intelligence community, when the services of these agencies are required in the evaluation and disposition of export licenses and in export policy development; plans and outlines in detail the type and extent of assistance required; and maintains ongoing contact for the coordination of results.

  • All members of the SES are subject to geographic relocation.
  • Must meet qualifications requirements by the closing date of this announcement
  • Successful completion of pre-employment and random drug testing may be required.
  • Initial Senior Executive Service (SES) career appointees are subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • The individual selected will be required to file an ‘Executive Branch Personnel Financial Disclosure Report’ (OGE-278) in accordance with the Ethics in Government Act of 1978.

OPM approval is required before appointing any current or former political appointee to a permanent position in the civil service. This includes anyone who has been a political appointee in the last five years.

 

Qualifications

 

All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability.

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your two (2) page resume evidence of progressively responsible supervisory, managerial, or professional experience that involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, your resume should demonstrate your ability to perform the duties of this position and meet the five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ’s), listed below. Your resume must provide information regarding your professional experience and accomplishments that demonstrate the five Executive Core Qualifications (ECQs). Your resume must also clearly demonstrate your ability to meet the Professional/Technical Qualification (PTQ). If you fail to do so, your Application will be rated ineligible.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES (this means you were previously employed as a career SES employee and you successfully completed a one-year probationary period), or have successfully completed an SES Candidate Development Program and been certified by OPM, your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and the year of certification.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 – Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2 – Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3 – Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4 – Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization’s vision, mission, and goals and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5 – Achieving Results: Demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors.

Professional/Technical Qualifications:

  1. Demonstrated experience in managing a complex organization consisting of multiple divisions with licensing and policy-making responsibilities and ability to meet organizational goals in a fast-paced, high-pressure environment.
  2. General knowledge or experience related to the formulation of Weapons of Mass Destruction nonproliferation policies and the development of regulations related to legitimate trade in dual-use goods, software, and technology that have nuclear, chemical, and biological weapons and missile delivery systems applications. Experience building export control compliance capacity for commercial activities related to dual-use goods, software, and technology with weapons of mass destruction applications.

IF SELECTED, you will be required to undergo a structured interview related to each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program and your ECQs were certified by an OPM QRB, you WILL NOT need to be qualified under the structured interview process.

Background Investigation/Clearance: This position is designated as Special Sensitive – Top Secret with SCI.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278) within 30 days after his/her appointment and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
