Position description

The IRC’s Global Surge Team (GST) is a roster of esteemed and highly qualified humanitarian professionals who deploy on short notice to non-emergency and emergency contexts to support the IRC’s mission. Members of the GST provide specialist support where talent is most needed for short-term deployments of up to three months. The GST is a flexible employment opportunity for staff, requiring members to be available for deployments only 50% of the year (with opportunities for additional deployments if incumbent is interested).

 

Job Overview:

The Education Coordinator, Global Surge will be responsible for supporting country programs in program implementation, and/or start-up environment, depending on the need. This may include crafting the vision, strategy, design, fundraising, implementation, and management of education programs. The Coordinator will work collaboratively with the Country’s senior management team, other technical coordinators, the operations team, and the finance team, and will work closely with the Education Technical Unit, as well as other HQ and regional departments. 

 

Responsibilities:

 

• Provide education technical support and program leadership to existing country programs via short-term deployments;

• Support education and broader strategy development, including mapping of education funding opportunities, partners, and systems as needed;

• Inter-agency representation including education cluster and other spaces;

• Develop and lead strategy, planning and quality implementation of education programming in geographies that are starting up, through direct implementation and/or capacity sharing with partners;

• Manage, supervise and evaluate implementation of the different project components, with support from the Education Technical Advisor, including mapping relevant collaborators and materials, analyzing IRC’s value, carrying out small-scale piloting of relevant materials; 

• Designing, overseeing, and presenting the results of relevant needs and learning assessments;

• Day-to-day management of consultants, as well as hiring and managing of    education project staff, including recruitment, evaluation, and on-the-job orientation and training;

• Provide relevant technical assistance to and/or coordinate activities with other IRC sector programs (Economic Recovery and Development, Child Protection, and Women’s Protection & Empowerment);

• Responsible for education program budget management and project expenditures;

• Coordinate and liaise with local/regional education authorities, NGOs, private sector actors, coordination mechanisms, and other international partners including UN agencies on all education program activities;

• Write regular reports on the implementation of project activities for both internal and external use;

• Ensure all project working documents are submitted in a timely manner (Annual Work Plan, budget revisions, Performance Monitoring Plan revisions, etc.);

• Contribute to education advocacy, policy, and communications initiatives, both in-country and globally;

• Be responsible for creating an environment that builds and encourages trust and psychological safety:

• Lead by example and be a positive role model to others.

• Promote awareness of the IRC’s standards and make sure those you supervise are equipped with the knowledge and resources they need to align with them.

• Be responsive to anyone who raises an ethics or compliance concern and make sure matters are resolved in a fair and appropriate manner.

 

Qualifications:

 

• Master’s degree in relevant field (Education, International Relations/Development, or related field) preferred;

• At least 5 years of experience in implementing and managing education-related projects for children and youth in relevant contexts, ideally with a focus on displaced and/or crisis-affected populations, and with teacher professional development focus;

• Prior experience with an international organization receiving funds from international donors, humanitarian experience preferred;

• Strong program planning, fiscal management, organizational and communication skills;

• Supervision and training experience, specific experience training for local teams and local partners an asset;

• Experience implementing programs for large public and private donors;

• Strong report and proposal writing experience;

• Prior experience in representation and coordination;

• Fluency in English and working knowledge of either French or Spanish is required. Excellent oral and written communication skills. 

• Experience working in West Africa, Central Africa or Latin America desired.
