Position description

FWI is building a team to provide technically skilled contractor personnel to augment the U.S. Department of State’s Directorate of Defense Trade Controls (DDTC) in regulating defense trade through Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) compliance, including registration, licensing, enforcement, and policy development to ensure proper oversight of defense article exports and imports. As a Regional Affairs Analyst Level IV you will conduct advanced analysis and oversight of defense trade controls, export licensing policies, and international regulatory frameworks while providing expert guidance on Blue Lantern checks, country reports, and briefings to senior government officials and industry stakeholders. FWI is expanding rapidly and has been recognized as a 2024 Top Workplace by Washington Post, offering excellent growth opportunities in a collaborative environment.

Work Schedule and Location:

On-Site: This full-time on-site position will work Monday through Friday, 8:00 AM to 5:00 PM in Washington, D.C.

Responsibilities

  • Conducts comprehensive Blue Lantern checks including drafting and clearing cables, provides guidance to Posts on implementation, develops denial/RWA/proviso recommendations, and presents State Department positions on regulatory framework and regional issues to audiences of varying sizes including foreign and domestic industry experts, subject matter experts, and governmental entities
  • Monitors and analyzes foreign export control systems and countries’ munitions export/import trends, produces country reports, conducts risk assessments of foreign mergers and acquisitions, supports licensing country policy development, participates in EUM training and outreach events, and provides briefings to senior USG personnel and foreign government officials with advanced knowledge of U.S. defense trade controls
  • Independently initiates Blue Lantern checks, including drafting and clearing cables, with little to no edits required from team lead
  • Independently provides input into papers drafted by other State offices with little to no edits required from team lead
  • Independently drafts papers with little to no edits required from team lead
  • Oversees organization of EUM training and outreach events
  • Supports briefings to senior USG personnel, foreign government officials, industry, and the Hill with advanced knowledge of U.S. defense trade controls 
  • Employs mastery of a professional field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods
  • Makes decisions or recommendations significantly changing, interpreting, or developing important public policies or programs
  • Isolates and defines unknown conditions, resolves critical problems, or develops new theories
  • Provides products or services that affect the work of other experts, the development of major aspects of administrative or scientific programs or missions, or the well-being of substantial numbers of people

Qualifications

Required: 

  • ACTIVE Top Secret clearance required with the ability to obtain a TS/SCI at the request of the customer
  • Bachelor’s Degree (or higher) in International Relations and seven years of experience
  • Five years of experience in a related career field
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations
  • Excellent verbal and written communication skills
  • Excellent organizational skills including the ability to manage multiple projects consistent with established timeframes
  • Excellent ability to synthesize information and develop recommendations for management based on an analysis of the information
  • Excellent judgment and ability to work with minimal supervision
