This position is located in Capacity Development and Operational Training Service (CDOTS), Department of Operational Support (DOS). The Programme Management Officer leads a unit within the Service reporting to the Section Chief. The focus of this job is to lead the development, implementation, monitoring and evaluation of operational capacity development, training and learning programmes for a global Secretariat audience.
Responsibilities
- Develops, implements and evaluates assigned operational capacity development and learning programmes in the areas including, but not limited to, human resources, finance and budget, supply chain management and procurement, medical support, organizational governance, resource stewardship, integrated operational support and use of enterprise resource planning; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Performs consulting assignments, in collaboration with partners throughout the global Secretariat, by planning facilitating workshops, through other interactive sessions and developing and supporting blended learning programs with a strong e-learning component, and capacity development needs assessments.
- Keeps abreast of applied learning developments and methodologies through research, analysis and the presentation of information gathered from diverse sources related to the areas of operational capacity building, learning and training.
- Researches, analyzes and presents information related to operational capacity development, training and learning gathered from diverse sources.
- Coordinates learning development initiatives, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Generates survey initiatives pertaining to operational capacity development, training and learning; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences of the service, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.
Education:
- An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, learning management, economics, sociology or a related field is required.
- A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.
Work Experience:
- A minimum of seven years of progressively responsible experience in capacity development and learning programmes, or related area is required.
- Experience managing a multi-disciplinary team to design learning solution projects is required. Experience facilitating a virtual or in-person workshop to achieve specific outcomes or deliverables is required.
- Experience managing and coordinating learning projects in operational capacity development is desirable.
- Experience in designing learning solutions that utilize behavioral science methodologies is desirable.
- Experience acquiring new knowledge or skills in order to deliver a learning solution for clients is desirable.
Languages:
- English and French are the working languages of the United Nations Secretariat.
- For the position(s) advertised, fluency in English is required and knowledge of French is desirable.
