Position description

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide. The position is located in the Analytics and Location Intelligence Unit (ALIU) of the Client Solutions Delivery Section (CSDS) within the Service for Geospatial, Information and Telecommunication Technologies (SGITT) at the UNGSC, Valencia, Spain. The incumbent will work under the supervision of the Chief ALIU or designated officer.

Responsibilities

Within delegated authority, the Geospatial Information Officer is responsible for the following: • Locates and defines new geospatial data analysis process improvement opportunities, leveraging emerging tools and methodologies. • Identifies appropriate geospatial data sources (including open data, satellite imagery and big data) for analytics projects. • Collaborates with data engineers and data scientists to improve analytical workflows and products,, etc. • Performs and documents methods, processes and quality assurance of programmed outputs. • Performs Geospatial, Image & Open-Source Intelligence: Conduct spatial analysis and extract actionable intelligence by processing satellite imagery, integrating with relevant open-source intelligence (OSINT) sources to support strategic and operational decision-making. • Implements remote sensing and geo analytical workflows in support of geospatial and image intelligence, groundwater and environmental services. Identifies, analyzes, and interprets trends or patterns, using machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data. • Develops and implements various analysis, reporting and quality control capabilities. • Collects and analyzes data to identify trends or patterns and provide insights through high quality maps, graphs, charts, tables and reports to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties as required.

Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in geoinformatics (geomatics), geospatial information, earth sciences, remote sensing or other related geoscience field. A first-level university degree in combination with 2 additional years of work experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable. Certification in ITIL Foundation v4 (Information Technology Infrastructure Library) by an accredited body is desirable. Certification in ArcGIS Pro by an accredited body is desirable. Successful completion of a degree or a recognized professional certification in data geo-analytics, geo-statistics, or computer science is desirable. Examples or certification: Remote Sensing Certificate, ArcGIS Pro Certification, ENVI, SNAP certification.

Work Experience

A minimum of five years of progressively responsible experience in geospatial information management, applied spatial analytics, earth observations, mapping, applications development, data visualization or related area is required. Experience in utilizing geospatial software (database management, spatial analysis, mapping, web services development or programming languages) is required. Experience with team and/or project management is desirable. Experience in applying data analysis to inform decisions, and use of geo-analytical tools (e.g., Power BI, R, Python, ArcGIS Pro, ArcGIS Story Maps, ArcGIS Dashboards) to produce visualizations or trend analysis for reports or briefings is desirable. Experience in applying GIS in a multifaceted organizational environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• The position is financed by extra-Budgetary funds. The appointment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate. • This position is temporarily available until 30 April 2026. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
