Job Description:
This job is responsible for developing and delivering strategic priorities for Bank of America’s Global Public Policy team. Key responsibilities include advancing Bank of America’s position on key legislative, regulatory and social responsibility issues and advocating those positions to government officials. Job expectations include maintaining strong relationships with public officials, trade associations and other industry-based organizations, and coordinating with key internal stakeholders on important policy issues.

The Federal Government Relations role supports the Bank’s engagement and analysis on business matters requiring geopolitical, national security, or foreign policy judgment and relationships.   The immediate past incumbent was relied upon by the lines of business, compliance, risk, credit, and legal partners to assess transactions and clients, on a case by case basis through the business escalation process, for geopolitical considerations that may impact on credit decisions within the customary risk assessments.  This role will serve on the Federal Government Relations team, a component of the Global Public Policy team, responsible for monitoring geopolitical developments, advising internal stakeholders on international policy risks, and cultivating relationships with key U.S. government and diplomatic stakeholders.  The ideal candidate will bring deep expertise in government at a national level, with an expertise in international affairs, U.S. foreign policy, and geopolitical analysis, and a well-developed network across the foreign policy, diplomatic, and national security community. This individual will serve as a trusted advisor to senior leaders and lines of business, helping the Bank assess emerging risks and opportunities across regions, countries, and industries outside the United States.  This role reports to the Senior Federal Government Relations Executive.

Responsibilities:

  • Builds and maintains relationships with policymakers and public officials
  • Establishes and advocates on legislative and regulatory policies important to Bank of America
  • Drives Bank of America responsible growth strategy and strategic initiatives
  • Engages Bank of America senior leaders with legislatures (state and federal), executive offices (governors, mayors, U.S. administration) and other policymakers
  • Monitors the legislative and regulatory environment and communicates developments to Bank of America stakeholders
  • Serves as resource for internal and external stakeholders on the legislative and regulatory environment and status of key policy issues, and coordinates with Bank of America positions to key trade associations and industry coalitions
  • Develops and builds consensus Bank of America policy positions on legislative and regulatory issues, working with internal stakeholders
  • Serve as the Bank’s internal subject matter expert on geopolitical developments, U.S. foreign policy, and international affairs.
  • Analyze global political, diplomatic, economic, and security developments and assess their potential impact on the Bank, its clients, and its lines of business.
  • Advise senior management and business leaders on geopolitical risks related to operating in, investing in, or transacting with countries and industries outside the United States.

Geopolitical Analysis and Strategic Advisory

  • Serve as the Bank’s internal subject matter expert on geopolitical developments, U.S. foreign policy, and international affairs.
  • Analyze global political, diplomatic, economic, and security developments and assess their potential impact on the Bank, its clients, and its lines of business.
  • Advise senior management and business leaders on geopolitical risks related to operating in, investing in, or transacting with countries and industries outside the United States.
  • Provide timely insight on issues including political instability, sanctions, trade and investment restrictions, diplomatic tensions, regulatory developments, armed conflict, regime change, sovereign risk, and cross-border market access.
  • Develop written analyses, briefing materials, and strategic recommendations for executives and business stakeholders.

Government and Diplomatic Engagement

  • Maintain and deepen relationships with the U.S. Department of State and other internationally focused U.S. government agencies and departments, which may include the Departments of Treasury, Commerce, Defense, and Homeland Security, as well as relevant White House and congressional offices, as appropriate.
  • Serve as a principal point of contact for foreign embassies in Washington, D.C. on matters relevant to the Bank’s international interests and strategic priorities.
  • Monitor policy developments across the executive branch and diplomatic community that may affect the Bank’s global business environment.
  • Represent the Bank in external meetings, forums, policy discussions, and industry roundtables involving international policy and geopolitical matters.

Business Partnership and Client Engagement

  • Partner closely with the Bank’s lines of business to identify and assess country, sector, and regional risks that may affect client activity, business strategy, or transaction execution.
  • Advise bankers and business teams on geopolitical considerations relevant to client opportunities, market entry, capital flows, and cross-border business activity.
  • Support client-facing teams by developing and delivering presentations, briefings, and thought leadership on geopolitical trends and their commercial implications.
  • Serve as a resource to the Bank’s senior executives and client teams in preparing for meetings with corporate clients, investors, foreign officials, and other external stakeholders.
  • Translate complex geopolitical developments into clear, practical, and business-relevant insights for internal and external audiences.

Cross-Functional Collaboration

  • Work closely with Legal, Compliance, Risk, Regulatory Affairs, Sanctions, Anti-Money Laundering, Government Relations, Corporate Security, and business leadership to ensure a coordinated approach to international risk and policy issues.
  • Contribute to enterprise-wide assessments of geopolitical, sovereign, and sectoral risk.
  • Help inform internal governance, escalation, and decision-making processes related to international business exposure.
  • Support development of internal education materials and executive briefings on geopolitical trends and emerging risks.

Qualifications

  • Bachelor’s degree in international relations, political science, public policy, economics, law, history, or a related field.
  • Significant relevant experience in public policy, international affairs, diplomacy, geopolitical risk, government relations, or a related field.
  • Deep knowledge of U.S. foreign policy, international institutions, diplomacy, and major geopolitical trends affecting global markets and international business.
  • Demonstrated experience engaging with the U.S. Department of State and/or other internationally focused federal agencies.
  • Strong familiarity with the diplomatic community in Washington, D.C., including experience engaging with foreign embassies or senior foreign government officials.
  • Ability to assess complex geopolitical developments and translate them into actionable business advice.
  • Strong executive presence, judgment, and interpersonal skills.
  • Excellent written and verbal communication skills, including the ability to present effectively to senior executives, clients, and external stakeholders.
