Position description

Grade/seniority: A1/A2
Salary: €5,988.79 to €7,652.42 per month (tax-exempt) + allowances and benefits
Contract: Four-year fixed-term, renewable, with possibility of conversion to open ended (inc. one year probationary period)

Championing inclusion and social outcomes in every investment

The Council of Europe Development Bank (CEB) is a multilateral development bank with a unique social mandate. With 43 member states, the CEB finances projects and provides technical assistance that enhance social cohesion across Europe. Its work focuses on education, health, affordable housing, and supporting vulnerable communities, particularly in response to social challenges linked to climate change and environmental sustainability.

The Technical Assessment and Monitoring Directorate (TAM) ensures that CEB-financed operations are high-quality, results-driven, and responsive to social needs. Within TAM, the Technical Advisors Division is seeking a Junior Social Development Specialist to help embed social development perspectives across the full project cycle, from design and appraisal through to implementation and completion.

Working in multidisciplinary teams, you will assess the social value and inclusivity of operations, shape beneficiary analyses and vulnerability diagnostics, and ensure that access, equity, and participation are central to CEB-supported investments. You’ll also support institutional learning through the development of guidance tools, thematic studies, and knowledge-sharing materials.

This is a collaborative, cross-cutting role with scope to engage directly with project stakeholders, contribute to field and virtual missions, and influence the development of socially impactful infrastructure and services across Europe.

To join, you’ll need:

      • an advanced university degree (Masters level) in a relevant discipline such as social policy, international development, political science, community development, sociology, urban planning, or applied economics;
      • at least 2 years of relevant work experience in social development or social policy, ideally gained in multilateral financial institutions, development consultancies, or national project implementation bodies;
      • a strong foundation in social data analysis and beneficiary assessment methodologies;
      • experience with project appraisal, reporting, and the use of documentation systems; familiarity with Power BI or Microsoft Dynamics is a plus;
      • full fluency in English or French (spoken and written), and working knowledge of the other; additional CEB member state languages are an asset;
      • citizenship of one of the Bank’s 43 Member States.

Additional experience in sectors such as education, health, or community and urban development would be a strong advantage.
