Position description

Duties and Responsibilities

Within this framework, and under the direct supervision of the Director of External Operations, the incumbent will perform the following duties:

  • Provide advice to the Director of External Operations on policy, legal, operational and governance issues falling within the mandate of the Division of External Operations;
  • Advice the Director of External Operations on judicial orders and submissions affecting the work of the Division and coordinate their implementation;
  • Assist the Director of External Operations in strategic planning for the Division, including the preparation of budget proposals;
  • Liaise with both internal and external stakeholders, including the Presidency, Office of the Prosecutor and States Parties, to support the Director of External Operations in the implementation of his responsibilities, notably arrest and surrender operations and other areas of judicial cooperation;
  • Coordinate the daily work of the Sections and Field Offices reporting to the Director of External Operations;
  • Manage the administrative duties of the Office under the supervision of the Director of External Operations; and
  • Draft various documents, including legal submissions, administrative memoranda and diplomatic correspondence.

Essential Qualifications

Education:

  • An advanced university degree in public international law or other related field is required. A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

  • A minimum of five years (seven years with a first level university degree) of progressively responsible relevant professional experience, including experience working in an international organisation, is required. Experience working in a judicial institution, field setting or the executive office of a senior official are highly desirable. Relevant experience in at least one of the areas within the mandate of the Division of External Operations is considered an asset.

Knowledge, skills, and abilities:

  • Knowledge of judicial processes and procedures at the Court, including an understanding of issues concerning confidentiality and the legality of procedures for implementing decisions;
  • Demonstrated coordination and analytical skills, including the ability to collect and summarise information to enable the supervisor to make decisions effectively;
  • Excellent time management skills, including the ability to meet deadlines and work under pressure;
  • Excellent communication skills; and
  • Professional and personal integrity.

Knowledge of languages:

  • Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another language of the Court (Arabic, Chinese, Spanish and Russian) would be considered an asset.
