Position description
IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation.
IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.
IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host community through 20 healthcare facility and other health and nutrition projects
During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management
Location: Syria – Aleppo City
Job Summary: The Capacity Building Officer (CBO) is responsible for supporting the development of employees’ capabilities through training and coaching sessions. S/He will closely coordinate with both governmental entities and IDA’s internal departments to identifies capacity gaps, develops and implement training programs, and monitors their effectiveness. simultaneously aligning with internal departments to leverage the right expertise, resources, and strategic goals. This role requires a highly organized professional capable of navigating both internal organizational dynamics and external government relations.
Main tasks and Activities
Assessment & Planning
o Conduct regular Training Needs Assessments at individual, team
o Develop and maintain a training needs database.
o Prepare training calendars and ensure timely implementation of approved activities.
o Identify opportunities for knowledge management and institutional learning.
o Participate in organizational development meetings as required.
• Content Development & Sourcing
o Develop learning materials, manuals, presentations, guidelines, and other capacity-building resources.
o Identify qualified trainers, facilitators, consultants, and training providers when required.
• Coordination & Logistics
o Coordinate internal and external training sessions, workshops, coaching, mentoring, and learning activities.
o Coordinate logistics, venues, materials, participant lists, and attendance sheets.
o Coordinate with local authorities to facilitate external trainings implementation.
o Maintain effective communication with managers, trainees, trainers, and external service providers.
• Monitoring, Evaluation & Reporting
o Develop tools to evaluate training effectiveness, including pre/post-tests, participant feedback, and knowledge assessments.
o Monitor the implementation of agreed development plans.
o Monitor learning outcomes and assess whether training has contributed to improved employees performance.
o Track key indicators such as training completion, participation, satisfaction, knowledge improvement, and Application of learning.
o Prepare regular capacity-building reports for line manager.
• Administration & Documentation
o Maintain accurate records of all training and capacity-building activities.
o Ensure proper documentation and filing of training materials, attendance sheets, evaluations, and certificates.
Qualifications
Education & Certifications
o Bachelor’s degree in Business Administration, Education, Organizational Development, Management, or a related field.
o Relevant training or certification in Training of Trainers (ToT) is preferred.
• Experience
o Minimum of 3 years of relevant professional experience in capacity building, learning and development, HR, training, organizational development, or a related field.
o Previous experience working with NGOs/INGOs or humanitarian organizations is highly desirable.
o Experience in conducting Training Needs Assessments (TNAs), developing training plans, and delivering training programs.
Skills & Competencies
o Strong planning, time management, and organizational skills, with the ability to manage multiple training activities and meet deadlines effectively.
o Excellent verbal and written communication skills to interact professionally with diverse stakeholders, including government entities, external vendors, and internal staff.
