Position description

Oxfam in Tunisia seeks a Monitoring, Evaluation, Accountability & Learning (MEAL) Officer within the Programme Team, under the direct line management of a Program Manager / Project Lead. The role is responsible for developing the most effective and efficient Project MEAL set-up and framework, working closely with project team members and partners to ensure constant alignment with the MEAL framework, Oxfam principles, policies and approaches.

Key responsibilities:
– MEAL Setup, Oversight & Support: Develop and establish project MEAL setup and plans in consultation with the team, partners and relevant parties; ensure a comprehensive MEAL framework is implemented and adapted following lessons learned; ensure scientifically and statistically viable use of qualitative and quantitative data collection tools; coordinate project planning and reporting processes per Oxfam and donor obligations; assess partners’ MEAL capacities and organize capacity-building sessions.
– Data Collection, Analysis & Reporting: Regularly compile project data and produce relevant analysis; ensure proper monitoring of partner activities relevant to data collection and database design; support partners in data analysis and integration of M&E into project activity plans.
– Learning, Knowledge Management & Sharing: Develop empowering measurement methods such as participatory action research and most significant change stories; conduct baseline, progress and end-line evaluations; organize learning sessions and workshops.

Who we are looking for: A relevant bachelor’s degree or equivalent professional experience; at least 8 years of progressive professional experience in quality project implementation, monitoring, evaluation, accountability and learning; good knowledge of North Africa, especially Morocco and Tunisia socio-economic contexts and civil society; solid skills in developing MEAL frameworks, tools and data collection/management mechanisms, data analysis and research; strong writing and reporting skills; experience mentoring diverse partners and stakeholders; commitment to Oxfam’s safeguarding, equity, diversity and gender policies. Excellent French and Arabic (reading, speaking, writing) required; good command of English is a plus. Grade D, Zone 1; national contract per Tunisia Country Office regulations and NSTC; full time; national salary scale.
