Within the policy and procedural requirements established by the ILO, the Technical Programme Officer will assist the Chief Technical Advisor (CTA), based in Bangkok, in matters related to the day-to-day management of all components of programme implementation in the Asia-Pacific region, providing technical support and assistance for the implementation of objectives, outputs, and activities. S/he will work closely with the programme team in the Asia-Pacific region, ILO constituents, programme partners, and ILO technical units at headquarters and the Decent Work Team (DWT) in Bangkok to support the execution of the programme and work plan.
Responsibilities
- Provide technical advice and support to I-KORP team and partners in the design and implementation of the programme activities, in coordination with the relevant units in the ILO Regional Office for Asia and the Pacific and HQ.
- Provide technical support, including analysing the current situation and priorities of the target countries and the Asia-Pacific region, as well as the relevant sectors, and contributing to the development of appropriate interventions.
- Contribute to the dissemination of intervention models and good practices derived from project implementation to support sustainable development efforts across the Asia-Pacific region.
- Provide technical guidance and support in the capacity building of selected implementing partners to facilitate knowledge, awareness and smoother implementation.
- Promote ILO policies in the related technical areas, other fundamental rights at work and the relevant International Labour Standards. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
- Support in the preparation and timely completion of technical progress reports, ensuring provision of comprehensive and detailed information, extracting lessons-learned and swift implementation of mitigation measures.
- Support efforts to monitor and evaluate project activities in close collaboration with national staff, relevant units in the ILO Regional Office for Asia and the Pacific, ILO DWT in Bangkok and technical specialists at HQ, in conformity with ILO policies and project strategies.
- Support efforts to identify and document lessons learned and contribute to knowledge management activities to expand and enhance learning on supporting the development of the Just Transition model and the promotion of youth employment.
- Assist in the implementation of the work of I-KORP by providing technical inputs, planning, monitoring and evaluation of activities. Deliveries and outcomes must be in conformity with ILO policies and project strategies and in accordance with ILO programming guidelines and country/action programmes, and the administrative and financial procedures.
- Support effective management of funds/budget assigned to the project based on the workplan agreed on with the CTA.
- Support efforts to strengthen relationships to cooperate and coordinate with, among others, relevant line ministries, ILO social partners, civil society organisations and other humanitarian and development organisations and relevant UN partners.
- Be the focal point for operational-level engagement with Korean partner institutions, including communications related to planning, reporting and visibility. Maintain close contact and coordination, provide necessary support and offer guidance or supervision as needed.
Education:
- Advanced university degree (Master’s or equivalent) in economics, social policy, public finance or relevant field with demonstrated focus on employment, skills development and social protection issues.
- A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Work Experience:
- At least five years of relevant professional experience, including at the international level. Experience in the field of, and familiarity with, Just Transition, Social Protection, Skills Development and Social Dialogue.
- Technical expertise in employment promotion and skills development is required. Strong knowledge of development issues, particularly in the region of Asia and the Pacific and the target countries (Cambodia, Thailand, Viet Nam, the Philippines, Mongolia), including related to gender and inclusion. Solid experience in donor relations, donor-related activities and projects.
- The incumbent will be required to coordinate closely with counterparts in Government Ministries, Departments and Partner Agencies and with various stakeholders. Familiarity with ILO policies, technical programmes and procedures, including experience working with the United Nations and its Agencies, Ministries of Labour or affiliated Agencies, other Government Ministries, Departments and Agencies, would be a strong advantage.
Languages:
Excellent knowledge and command of English.
