Position description

Job Purpose:
To ensure the seamless operation, development, and optimization of BRAC’s telecommunication systems and infrastructure by supervising installation, maintenance, and expansion activities; managing vendor and operator relations; leading the telecom team; and overseeing all voice, data, and billing operations across head and field offices. This role aims to maintain uninterrupted communication services, enhance operational efficiency, and support organizational goals through effective planning, budgeting, and technical management of all telecom functions

Key Responsibilities:
• Oversee the installation, configuration, expansion, and maintenance of PABX systems and all telecommunication infrastructure at BRAC Head Office and field offices to ensure seamless and reliable communication operations.
• Design, implement, and maintain telecom components such as line, circuit, power, I/O, TSW, trunk, and PC16 cards, along with IP phones and IP/GSM telephony solutions.
• Collaborate and maintain liaison with external vendors, government bodies, mobile operators (Grameenphone, Robi, Banglalink), and partners (BTCL, CSL, Edotco, Tettra, Genex, AND, Metronet) to ensure seamless deployment, integration, and management of telecom services.
• Supervise, guide, and develop the telecom team, ensuring high performance, technical competency, and accountability in managing BRAC’s telecommunication systems.
• Manage and monitor all BRAC SIM connections, telecom automation systems, and billing platforms (including TETTRA, Wallet Pay Tool, MyGP, eCRM, and SelfCare) to ensure accurate billing, cost efficiency, regulatory compliance, and uninterrupted telecommunication services across head and field offices.
• Address and resolve network or connectivity issues in coordination with departments, vendors, and service providers to ensure consistent mobile and telecommunication services
• Prepare and manage telecom-related budgets, including Annual Operating Plans (AOP), project allocations, and renovation requirements, ensuring alignment with departmental goals and organisational priorities.
• Coordinate with divisional and regional management teams (Managers, Accounts, Admin, UAM) to ensure efficient telecom operations across all BRAC field offices.
• Ensure uninterrupted telecommunication and call center operations through proactive troubleshooting, system monitoring, and compliance with regulatory requirements, including coordination with BTRC and relevant stakeholders.
• Any other task assigned by Director, Operations.

SAFEGUARDING RESPONSIBILITIES:
• Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so

Additional Job Requirements:
• Install PABX system and maintenance of modern telecom system.
• Software configuration of telecom & mobile devices.
• Advanced Enterprise and Call Center Design.
• Advanced Inbound and Outbound call routing and dial plan design.
• Experience with IVR connectivity and design.
• Provisioning and troubleshooting of Cellular Devices.
• Excellent written and verbal communication skills.
• Excellent project management skills.
• Coordination, communication and problem-solving skills.
• Excellent Presentation, Report preparation, and Motivation Skills.
• Able to do fieldwork by visiting field office.
• Clear concept on voice networking.
• Good Knowledge of documentation and record keeping.
• Knowledge on configuration and installation of GSM services.
• Experience in Line cards, circuit cards, power cards, I/O cards, TSW cards, trunk cards, PC16 cards, etc.
• Ability to work day long under pressure.
• Co-operative with teamwork ability.

Educational Requirements:
Bachelor’s degree in Telecommunication Engineering/ EEE or any other subject with relevant experience.

Experience Requirements:
Minimum 5 years of experience in Telecommunication sector or any relevant field.
