European Macro Policy Network (EMPN)

European Macro Policy Network (EMPN)

Position description

Contract: A permanent contract under Belgian law.

About Us

Founded in 2021 by the Berlin-based think tank Dezernat Zukunft, the European Macro Policy Network (EMPN) supports and connects economic think tanks, research institutions, and experts from Germany, France, The Netherlands, Italy, Sweden, Austria, and Finland. This growing cross-European network combines policy experience – often at ministerial level – with academic expertise to address fiscal, monetary, and economic challenges, developing innovative policy proposals for a more sustainable, prosperous, and sovereign Europe.

Your role

As Senior Economic Policy Analyst – Energy Policy & Infrastructure Finance, you will be a cornerstone of EMPN’s growing Brussels team. Working closely with the Managing Director and network members, you will help shape debates on the financing of the energy and climate transition through rigorous analysis, strategic outreach, and cross-border coordination. This includes work on electricity grids and interconnections, public and private financing instruments, and electricity prices. You will also steer EMPN’s Energy Policy Working Group. The role requires self-drive, vision, and experience in EU institution, public administration, academia, or think tanks. You will report directly to the Managing Director and be supported by staff in Berlin and Brussels as the organisation grows.

Key responsibilities include:

    • Content production: Drawing from EMPN research, existing literature, and your own analysis, you write impactful policy briefs on energy and climate topics tailored to policymakers and actively engage in outreach efforts, including events and advocacy meetings (e.g. with officials from European institutions, ministries, academics, and think tanks);
    • Content coordination: You will lead the coordination of EMPN’s energy and climate policy research across our network, working closely with our team in Berlin. Together, you will set project priorities, shape policy proposals, and drive impactful policy initiatives;
    • Support: Assist the Managing Director in developing the EMPN headquarter, providing support in tasks such as outreach activities (website, publications, events, etc.).

Your profile

      • You have a solid understanding of European economic and energy policies. You have strong academic knowledge paired with 4+ years of professional experience in one or more of the following fields: energy policy (with a focus on the EU Energy Union or electricity grids), economic policy, infrastructure finance (public and private financing mechanisms), energy modelling, policy advisory, or consultancy. You combine this with solid academic training – an advanced degree in economics, engineering, finance, EU affairs, law, or a related discipline is required (PhD preferred);
      • You can write impactful policy briefs. You possess excellent English skills and can write sophisticated yet accessible texts. You have experience drafting policy briefs or conducting research and understand that our analyses are subject to public scrutiny, ensuring your work is accurate and conscientious;
      • You are willing to advocate for policy changes. You are prepared to engage with EU institutions, governments, academics, and the media, or you are eager to develop these skills. Engagement and collaboration with these groups are crucial to our mission;
      • You are willing to take ownership of your projects. You work independently and thoroughly and are determined to get to the bottom of things, even if that means going an extra mile or two. The team in Brussels and Berlin supports you whenever necessary or helpful, and you can also rely on our EMPN member organisations;
      • You bring strong organisational skills and a solutions-focused mindset. Flexible and constructive in your approach to challenges, you have strong attention to detail, a process-oriented outlook, and an interest in organisation building;
      • You speak fluent English and ideally both French and German; other European languages are a plus.

Not sure if this role is for you? We welcome candidates with varied backgrounds and encourage you to highlight how your unique skills align with our needs. We are open to candidates who might excel more in one area but are enthusiastic about growing in the other.

Why us?

This is what we offer:

      • Contract: A permanent contract under Belgian law. 100%, or part-time negotiable;
      • Meaningful work: A chance to support the coordination of a network of think tanks with national influence and a history of policy impact, helping it becomes more than the sum of its parts and maximising its impact in Brussels;
      • A growth opportunity: As EMPN’s Brussels headquarters expands, this role will offer increasing leadership potential. You’ll have access to personal and professional development opportunities, including skill-building, networking, and the chance to shape your role. It’s an environment where your ideas can flourish, allowing you to grow into the best version of yourself;
      • Competitive salary: €65.000-€85.000 annual gross, depending on experience and skills, plus a benefits package;
      • Flexible work environment: Primarily based in Brussels with options for remote work;
      • Inspiring colleagues: Last but not least, you’ll join a fantastic team at our parent organisation, Dezernat Zukunft, in Berlin, and work alongside inspiring partners across Europe’s capitals – Paris, The Hague, Rome, Helsinki, Stockholm, and Vienna. Expect meaningful work, exciting challenges, and plenty of fun along the way.

Equal Employment Opportunity

The EMPN is committed to the principle of equal employment opportunity for all employees, regardless of sex, marital status, nationality, religion, age, sexual orientation and any other characteristics unrelated to the performance of the job. We strongly encourage female applicants, as we aim to build a balanced leadership team. Selection will be in accordance with objective and job-related criteria. The appointment will be on the basis of applicants’ merits and abilities.

Application Process

If you’re ready to join a dynamic team at the forefront of European policy change, we’d love to hear from you.
