Guidehouse

Position description

Guidehouse is seeking a Security Assistance Coordinator to support Department of State (DOS) security assistance programming. This role is suited for a proactive professional capable of managing complex portfolios, coordinating across agencies, and providing analytic, programmatic, and financial support for multi‑billion‑dollar security assistance accounts. Coordinators exercise broad portfolio responsibility and frequently serve as lead integrators across DOS, Department of War (DoW), and interagency stakeholders. Responsibilities include but are not limited to:

      • Provide program analysis and coordinate both functional and regional portfolios for U.S. security assistance accounts.

      • Develop program options and integrate inputs from multiple U.S. Government stakeholders to support policy decisions.

      • Conduct strategic planning, program design, forecasting, and performance monitoring to inform senior‑level decision‑making.

      • Draft and coordinate analytical reports, briefing materials, decision memoranda, congressional correspondence, standard operating procedures, and other communications.

      • Provide subject‑matter information on Foreign Military Sales (FMS), arms transfers, foreign assistance processes, and related policies.

      • Maintain awareness of foreign policy issues, relevant technological or industrial developments, and commodities associated with assigned portfolios.

      • Coordinate with interagency partners, military organizations, and program offices to support execution of security‑assistance‑funded programs.

      • Provide planning, administrative, and logistical support for interagency events, reviews, and synchronization meetings related to security sector assistance.

      • Review, track, and coordinate documentation related to security assistance funding cases, budget execution, and congressional or leadership reporting.

      • Draft and coordinate budget documents including allocations, allotments, apportionments, reclassifications, notifications, and spend plans.

      • Compile and analyze multi‑year budget data to support planning, execution, and reporting for foreign assistance programs.

      • Monitor and reconcile financial data from security cooperation systems and provide recurring updates on obligations, expenditures, and program milestones.

      • Participate in program and financial management reviews, planning conferences, and security cooperation working groups.

      • Manage daily activities related to security sector assistance, ensuring timely tracking of funding execution and program milestones.

      • Review proposed U.S. security cooperation activities for alignment with foreign assistance objectives and to ensure they do not conflict with other programs.

      • Support legislative and policy processes, including reviewing proposals, tracking changes in authorizing statutes, and preparing related materials.

      • Conduct research, support senior‑leader engagements, and ensure program activities comply with governing authorities such as the Foreign Assistance Act and Arms Export Control Act.

What You Will Need:

      • An ACTIVE and MAINTAINED “SECRET” Federal or DoD security clearance.

      • Bachelor’s degree in international relations, political science, economics, or a related field; a Master’s degree can replace TWO (2) years of relevant experience

      • EIGHT (8) years of professional experience including TWO (2) years of experience managing budget and fiscal processes for foreign assistance programs and TWO (2) years of experience working/coordinating with the DOS and/or DoW; a Master’s degree may be used in lieu of TWO (2) years of professional experience

What Would Be Nice To Have:

      • Experience working with the Bureau of Political-Military Affairs

      • Master’s degree in a relevant field.

      • Experience with USG financial systems.

      • Experience with Title 10 authorities (e.g., Sections 333, 331, 1263).

      • Experience with analytic tools such as Alteryx, Tableau, or PowerBI.

      • Experience preparing timely narrative and data‑driven responses to information or reporting requests.

      • Strong organizational skills, attention to detail, and ability to manage multiple ongoing processes.

      • Strong oral and written communication skills with experience presenting complex information.

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
