Position description
ICAP at Columbia University (ICAP) coordinates the multi-country CQUIN impact network, funded by the Gates Foundation. In March 2025, the CQUIN project rapidly pivoted its scope to address the changing HIV landscape and expand joint learning and experience sharing around integration and sustainability of HIV programs in Africa via country-to-country learning and provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of HIV programs.
Under the supervision of the ICAP-CQUIN Senior Strategic Information Manager, the CQUIN Regional Monitoring and Evaluation Advisor (West and Central Africa) will provide technical assistance to the CQUIN project team and Francophone CQUIN countries to enhance the quality of and build capacity in monitoring and evaluation (M&E) of HIV services with an aim of building sustainable public-sector health information systems. This technical assistance includes helping to establish or improve systems for routine, periodic, and ad-hoc data collection, and strengthening data use and dissemination at the facility, community, subnational, or national levels. Effective performance will require sustained engagement with CQUIN countries to understand challenges and opportunities for strengthening programs, and to contribute towards setting CQUIN SI priorities more broadly. A successful candidate must be fluent in both French and English, with the ability to work seamlessly in a bilingual environment.
This position is grant funded.
Roles and Responsibilities:
- Represent CQUIN in engaging MOH and other stakeholders in approximately seven network countries, with a focus on identifying and supporting SI-related needs
- Engage in frequent, regular calls and other communications with country-level stakeholders in assigned CQUIN member countries, including several francophone countries; stakeholders may include Ministry of Health (MOH) M&E staff, PEPFAR staff, implementing partners and others
- Ensure that country SI priorities, successes and needs are documented and integrated into national planning and into joint learning network activities such as communities of practice, webinars, country-to-country visits, and in-person meetings, as well as technical support activities
- Provide targeted technical assistance and capacity building related to M&E of evolving aspects of HIV services, including:
- Support the alignment of M&E indicators with evolving HIV service delivery interventions, M&E of integrated HIV service delivery, and strengthen use of data for decision-making
- Support and participate in CQUIN’s M&E Community of Practice
- Lead efforts to continually update HIV service delivery data from CQUIN Francophone member countries, including:
- Guide routine reporting of prioritized national HIV indicators to CQUIN, including data quality assurance through targeted reviews, and support for interpretation of performance trends
- Technical support for ICAP-supported Data Performance Reviews or other supported assessments in CQUIN member countries
- Technical support in the design, piloting and rollout of new CQUIN capability maturity models, and guide CQUIN country teams in completing the CQUIN capability maturity models
- Lead or participate in virtual or physical engagements and webinars with CQUIN network country teams to review HIV service delivery data and provide technical assistance
- Support HIV-related data synthesis and presentation, including:
- Interpret and synthesize data and develop data visualizations to convey complex information in an understandable fashion using tools such as MS Excel, MS PowerPoint, and Power BI
- Support development of high-quality presentations of CQUIN member country data as needed for project activities, including slides, posters, and infographics for use in webinars, donor-facing materials, and the CQUIN website
- Maintain close communication with the CQUIN Strategic Information team located in ICAP’s headquarters in New York
- Contribute to other activities as needed, adapting flexibly to emerging technical or operational priorities across the network
- Minimum 8 years’ experience in the design, implementation and management of health monitoring and evaluation systems in sub-Saharan Africa
- Fluency in written and spoken English and French
- Strong skills in data management, analysis, statistics, and/or related fields
- Knowledge of and experience in health information management systems, database maintenance, and patient-level databases
- Demonstrated computer skills, including proficiency with Word and PowerPoint and the ability to rapidly process and analyze data using MS Excel
- Competence with statistical software including SAS, STATA, and/or R
- Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results
- Experience and skills in use of data visualization software such as MS Power BI
- Experience providing technical assistance at regional level supporting multi-country teams
- Experience working in collaboration with Ministries of Health and other governmental and non-governmental partners to provide technical assistance and to influence policy and advance adoption of innovative program designs.
Education: Advanced degree in Public Health, Statistics, Epidemiology, or related field
Experience, Skills, and Minimum Qualifications:
- Minimum 8 years’ experience in the design, implementation and management of health monitoring and evaluation systems in sub-Saharan Africa
- Fluency in written and spoken English and French
- Strong skills in data management, analysis, statistics, and/or related fields

TRAVEL REQUIREMENTS
- Frequent international travel is expected (20-30% of the time)
