Position description

Since 2007, ZemiTek has provided technical assistance, project management, information technology (IT), knowledge management, monitoring and evaluation, training and learning development, and institutional support services.

Position Description

ZemiTek is seeking two (2) Regional Affairs Analysts (Level IV) for an opportunity within the Department of State Bureau of Political-Military Affairs, Office of the Directorate of Defense Trade Controls (PM-DDTC). The purpose of this effort is to perform defense-trade registration, compliance, licensing, policy, end-use monitoring, enforcement, and emerging technology tasks related to the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR).

Location:Washington, DC

Work Type:Full-time, On-site

Clearance:Active Top Secret clearance

This position is contingent upon contract award.

Responsibilities

      • Independently initiates Blue Lantern checks, including drafting and clearing cables, with little to no edits required from team lead.
      • Independently provides input into papers drafted by other State offices with little to no edits required from team lead.
      • Independently drafts papers with little to no edits required from team lead.
      • Oversees organization of EUM training and outreach events.
      • Supports briefings to senior USG personnel, foreign government officials, industry, and the Hill with advanced knowledge of U.S. defense trade controls.
      • Presents State Department positions that pertain to regulatory framework and regional or country-based issues to both foreign and domestic industry experts, subject matter experts, and governmental entities to audiences of at least 150.
      • Independently drafts papers with few technical or grammatical errors.
      • Independently provides guidance to Post on implementation of Blue lantern checks.
      • Independently releases Watch List holds in a timely manner.
      • Independently develops denial/RWA/proviso recommendations to DTCL with few edits required from team lead.
      • Develop short-notice reports on foreign export control systems and countries’ export/import trends related to munitions.
      • Initiate, draft, and assemble DCS “Country Reports.”
      • Employs mastery of a professional field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods.
      • Makes decisions or recommendations significantly changing, interpreting, or developing important public policies or programs.
      • Isolates and defines unknown conditions, resolves critical problems, or develops new theories.
      • Provides products or services that affect the work of other experts, the development of major aspects of administrative or scientific programs or missions, or the well-being of substantial numbers of people.

Qualifications

      • Bachelor’s Degree (or higher) in International Relations and seven years of experience.
      • Five years of experience in a related career field.
      • Excellent verbal and written communication skills.
      • Excellent organizational skills including the ability to manage multiple projects consistent with established timeframes.
      • Excellent ability to synthesize information and develop recommendations for management based on an analysis of the information.
      • Excellent judgment and ability to work with minimal supervision.
      • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
      • Possess a minimum Top Secret security clearance.
