Position description
The Nauru- Australia Health Partnership Program – Raña Tsimorum (Look after your life) is a 10-year bilateral investment from the Australian Government to support the Nauru Ministry of Health and Medical Services (MHMS) to deliver the health components of Nauru’s National Sustainable Development Strategy 2019-2030, seeking to strengthen the health system to respond effectively to health threats, better meet the population’s healthcare needs and significantly improve health outcomes. Raña Tsimorum has 3 focus areas – Health System Strengthening, Health Service Delivery and Inclusive Health.
The Rana Tsimorum Public Health Advisor will play a vital role in guiding the creation of Community Health Profiles and a Public Health Implementation Plan for Nauru’s Department of Public Health (DPH) by providing technical expertise and strategic direction. Key duties include:
- Analyse community demographics data to understand the current demographic profile of the Nauru population.
- Analyse burden of disease data, identify gaps in data and make recommendations.
- Design and develop succinct community health profiles to reflect the above data, test these profiles with key stakeholder groups (government, clinical, community) and seek agreement that the profiles can be used as the basis for designing Public Health activities and initiatives.
- Work with the DPH strategic planning team to guide the formulation of vision, goals and strategic objectives for public health and primary healthcare.
- Lead the drafting of the Public Health Implementation Plan for DPH, coordinating inputs from DPH and other stakeholders.
- Help develop strategies and interventions to improve public health and primary healthcare outcomes and lay the foundation for Nauru’s new model of primary healthcare (to be developed in 2026).
- Advise on appropriate indicators and mechanisms to track progress, assess impact, and inform decision making.
Qualifications
- Degree in medicine, nursing, public health, health systems or related field – with additional training or experience in public health, primary healthcare, maternal and child health, or family medicine.
- Experience in clinical services provision in resource poor environments – either as a medical doctor, registered nurse, midwife or allied health practitioner.
- Extensive experience in public health and/or clinical services planning in small island states – including designing or supporting national health strategies or plans in a regional context.
- Familiarity with global public health and primary healthcare frameworks.
- Strong analytical, strategic planning and report writing skills.
- Strong knowledge of demographic and burden of disease analysis.
- Excellent stakeholder engagement skills.
- Proven ability to build local capacity and transfer knowledge
