As a Principal Human Resource Specialist, you will assist the Director in setting, designing and implementing the division’s objectives and work plan, with a particular focus on leading ADB’s Medical and Wellness Program; lead in ensuring the effectiveness and quality of work of the division; lead BPRS in their efforts to assist clients on health, wellness and other HR matters and provide efficient and effective HR services; and assist the Director in providing guidance on day-to-day operational issues and compliance with ADB policies.

You will

a. Policy Design

Ensure that the design of the Medical and Wellness Program provides an effective and cost-effective support to staff, their families and retirees, conducting benchmarking reviews periodically. This includes:

– Monitoring the effectiveness of the program and developing policy changes where appropriate to address any issues that may arise.

– Maintaining a sound understanding of market trends in relation to medical provisions in comparator organizations and providing advice on potential policy changes where appropriate.

Ensure that the main policy document accurately reflects the provisions of the program and that updates are communicated clearly to staff and retirees.

b. Operational management of the provisions

Work with colleagues to ensure the effective day-to-day operations of the Medical and Wellness Program.

Provide data and analysis to various stakeholders, including Board and Management, relating to the program, to help ADB make informed decisions, including budget planning and expense monitoring.

Contribute to the management of ADB’s external providers, including the administrators of the program, ensuring that service level agreements are met, and any issues are quickly resolved.

Oversee the communications to staff, their families and retirees, ensuring that information provided is accurate, easily accessible and easy to understand.

Lead the consideration of individual cases that relate to the program, working with legal and other colleagues to resolve them.

c. Staff Supervision

At the start of each year, develop workplan goals for team members, to support the overall delivery of the objectives of the division and department.

Supervise the work of team members to deliver effectively on the delivery of the Medical and Wellness Program, providing clear direction, regularly monitoring performance and ensuring learning and development of others.

d. Other

Provide advice on how the day-to-day processing of medical and wellness provisions are administered, and how they can be further enhanced through systems and process improvements.

Perform any other duties that may be assigned by the Director, BPRS.

Qualifications

You will need:

  • A master’s degree in social sciences, business management or relevant fields. Alternatively, a university degree in related fields combined with at least 5 years specialized relevant professional experience can be considered.
  • At least 12 years of relevant professional experience in managing medical and wellness programs
  • International experience working in several countries.
  • Proficiency in providing comprehensive data and analysis to support informed decision-making, budget planning, and expense monitoring.
  • Excellent communication skills
  • Demonstrated experience in supervising team members
