Position description

Issue One is committed to protecting the American rule of law and winning game-changing reforms to fix our broken political system and ensure it works for everyone.

Since 2014, Issue One has worked to educate the public and Congress to pass legislation to increase transparency, strengthen government ethics and accountability, reduce the influence of big money in politics, protect the freedom to vote, and strengthen U.S. elections.

Issue One is helping lead the fight to protect American democracy in 2025 through our Check the Exec campaign, a comprehensive effort to educate, organize, and activate bipartisan constituencies against democratic backsliding. This campaign combines grassroots networking, grasstops power-building, narrative change, and Capitol Hill advocacy to restore critical checks and balances. The Hill component of this campaign (We the People Playbook) is a bipartisan platform to reclaim core constitutional powers that have been abdicated by Congress.

Position

The Legislative Manager at Issue One will drive impactful policy solutions on core democracy reform issues where needed, with a focus on constitutional defense, rule of law violations, and Article I powers. This role leads advocacy efforts on Capitol Hill, collaborates with coalition partners, and crafts compelling communications to advance Issue One’s legislative agenda. Through research, strategy, and stakeholder engagement, the Legislative Manager plays a critical role in promoting a healthier, more accountable democracy.

Responsibilities

      • Lead advocacy efforts for Issue One’sWe the People Playbook, developing Hill strategy and stewarding relationships with Senate and House staff to advance legislation protecting the rule of law and restoring Congress’s Article I powers.
      • Support Issue One’s tech reform portfolio, which aims to create a democracy-enhancing information ecosystem, by helping shape legislative strategy and engaging in advocacy on Capitol Hill
      • Build and maintain partnerships with coalition partners and like-minded organizations to advance Issue One’s legislative priorities.
      • Provide policy and political analysis to support Issue One’s National Campaigns team in grassroots and grasstops efforts.
      • Conduct policy research and analysis, articulating Issue One’s legislative priorities and strategy across the organization.
      • Track lobbying activity for compliance and complete quarterly LDA reports in coordination with the Legislative Director.
      • Manage legislative team operations, including hiring and supervising interns, running coordination meetings, shaping workstreams, and providing guidance on team projects.

Job-Related Experience

        • At least five years of experience in legal, legislative, or public affairs settings. Internships and clerkships will count as relevant experience.

Job-Related Knowledge, Skills, And Abilities

      • Experience in analyzing, communicating, and advancing policy issues.
      • A baseline understanding of U.S. rule-of-law issues and the federal legislative process is vital; Hill experience is a plus.
      • Experience in lobbying, legislative, or government affairs is required.
      • Strong emotional intelligence and interpersonal skills to effectively approach decision-makers and stakeholders.
      • Superb communication skills, including writing for diverse audiences and being an expert listener.
      • Superb project management and organizational skills with the ability to work under pressure, under multiple deadlines, and think quickly on your feet.
      • A commitment to diversity, equity, and inclusion in the workplace is required.

Structure And Location

This is a full-time, fully benefited position requiring 40 hours per week. This position is required to be in the DMV region. DMV-based staff are required to come to the office on Tuesdays and Wednesdays, and for special events.

Physical Demands

      • Office-based work, mainly desk-based tasks using a computer
      • Occasional lifting, pushing, and carrying objects exceeding 10 pounds
      • Potential for prolonged standing and movement, especially on Capitol Hill
      • Willingness to provide reasonable accommodation for individuals with disabilities to fulfill job duties.
