Position description

The Digital Diplomacy Officer develops and implements advocacy campaigns using web-based applications and social media to engage with a diverse audience including the general public, influencers and decision-makers. Under the direction of the Deputy Spokesperson, the Digital Diplomacy Officer is responsible for creating content for the Government of Canada’s digital presence in the United States by overseeing the Embassy’s official social media accounts (Facebook, X, Instagram, LinkedIn, Flickr, and YouTube). The officer will collaborate with colleagues within the Embassy on the strategic development and execution of social media content and campaigns, as well as provide guidance on social media best practices with the aim to further advocacy objectives.

Duties generally include: publishing timely, accurate and appropriate content on the Embassy’s digital and social media platforms, which includes content development and photo and video editing; creating compelling and effective visual storytelling on social media accounts through the use of original photography and videos; monitoring the efficacy of social media efforts by generating statistical data and reports; advising on the expansion of the social media presence by keeping abreast of social media trends; overseeing the creation and design of material used in advocacy campaigns online; advising employees on effective use of social media platforms to further advocacy objectives; and carrying out other advocacy related duties in support of whole of mission priorities as required.

The candidate will demonstrate strong attention to detail, a strong ability to think innovatively around program delivery, plan and implement effectively in a highly demanding environment, develop and engage a network of partners, work independently in a proactive, accountable manner and communicate effectively.

AREA OF SELECTION

This selection process is open to all applicants who are legally authorized to work in the United States and residing in the Washington, D.C. metropolitan area at the time of appointment, who meet all of the essential qualifications and whose applications are received by the closing date.

ESSENTIAL QUALIFICATIONS

All essential qualifications will be assessed. Methods of assessments and screening of candidates may include but are not limited to: verification of credentials, resume and letters of presentation; interviews, exams and practical tests; presentations or other types of assessments.

Education

This position requires:

A Bachelor’s degree or certificate from an accredited college or university in a field related to the duties required by the position such as communications, marketing, creative arts, social sciences, international relations or a related area of study.

Note: Candidates will be required to provide proof of their education.

Language

The following languages and proficiency levels are required for this job. Candidates will be formally assessed or requested to provide proof of certification on these levels.

      • An advanced proficiency level (reading, writing, comprehension, and speaking) in English

Experience

In order to perform the duties relevant to this job, the following experience is required.

  • Recent* and significant** experience creating social media content, including posts with text and images/video, for multiple social media platforms, in a professional context
  • Recent* experience with photography, videography and video editing software
  • Recent* and significant** experience in creating original photographic and video content for digital platforms
  • Significant** experience planning, launching, and managing digital campaigns
  • Significant** experience developing and maintaining a network of contacts and liaising with diverse stakeholders

    *Recent experience is defined as within the last 3 years.
    **Significant experience is defined as having undertaken the duties on a full-time basis for a minimum of a 1-year consecutive period.

ASSET QUALIFICATIONS

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

      • Advanced proficiency in written and oral French
      • Experience in managing social media accounts
      • Experience working within brand guidelines
      • Experience generating and reporting on social media analytics
      • Experience operating professional camera and video equipment
      • Experience setting up lighting for photography and videography
      • Experience working for government or a non-profit organization
      • Familiarity with Office 365 Suite (SharePoint, Teams, Word, Excel, PowerPoint, etc.)

OPERATIONAL REQUIREMENTS

Operational requirements will be assessed on a “meet/does not meet” basis and can be used to determine right fit of a candidate for the position.

      • Willingness and ability to work full-time from the office. Normal hours of work of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week.
      • Willingness and ability to travel as required.
      • Willingness and ability to work occasional overtime after regular working hours and often on short notice.
CONDITIONS OF EMPLOYMENT

Conditions of employment must be met or complied with before being appointed to a particular position. They are to be maintained throughout the employment period.

      • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
      • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
