Position description
The work will consist of:
- provide support to the programme and evaluation teams on evaluation designs though technical advisory.
- review and quality assure evaluation outputs such as design documents.
- join evaluation-related discussions with external stakeholders.
Terms of Reference/Deliverables
Evaluation Design Advisory:
- The Consultant shall provide expert advisory support to EOF’s programme and evaluation teams. This includes contributing to the development and refinement of evaluation approaches, and participating in strategic discussions aimed at strengthening the overall evaluation framework and practice at EOF.
Review of Technical Evaluation Documents:
- The Consultant shall review and provide timely, constructive feedback on technical documents produced by evaluation partners or internal teams. These documents may include evaluation design reports, baseline or endline reports, and evaluation findings.
Stakeholder Engagement and Representation:
- The Consultant shall participate in selected meetings and discussions with external stakeholders, including donors, government counterparts, and evaluation firms, to provide technical input and present EOF’s evaluation perspective.
Qualifications
Education:
- A Master’s in a relevant subject such as economics, public policy, international development, or a related field with a strong focus on quantitative analysis and impact evaluation.
- A PhD is preferred.
Knowledge/Expertise/Skills required:
- Proven expertise in evaluation design, including experimental (e.g., randomized controlled trials), quasi-experimental (e.g., difference-in-differences, regression discontinuity), and observational approaches. Ability to pragmatically apply these methods in development settings is essential.
- At least 10 years of professional experience in the design, implementation, or oversight of impact evaluations, preferably in low- and middle-income countries and within the development sector.
- Demonstrated experience working with policymakers, government stakeholders, or donor agencies to support evidence-informed decision-making.
- Strong track record in reviewing technical evaluation documents and producing high-quality, policy-relevant feedback.
- Excellent communication and interpersonal skills, with the ability to engage effectively in strategic discussions and present EOF’s evaluation approach in external fora.
Desirable:
- Experience with innovative finance, particularly the design and implementation of outcomes-based financing instruments, is strongly preferred.
- Experience with basic education, early childhood care and education (ECCE) or skills-for-employment is strongly preferred.
- Experience working in one or more of EOF’s programme countries is preferred. At present, this is Ghana, Sierra Leone, Nigeria, Rwanda, South Africa, Kenya and Namibia.
