Position description

The EU Partnership and Compliance Coordinator will work in the Partnerships and Policy Department. The Partnerships and Policy Department is responsible for NRC’s strategic relations with institutional donors and private foundations, thereby providing support to all Departments, and Regional, Country and Representation Offices in the organisation. This includes being responsible for developing relevant global strategies for resource mobilisation; developing funding prospects with existing and new donors; further streamlining NRC’s procedures, processes and tools related to resource mobilisation and grant management; developing and providing internal training and help-desk support, etc.

The Partnerships and Policy Department consists of three sections: The Institutional Partnership Section (Oslo), the Advocacy and Media Section (Oslo), and the Humanitarian Policy Section (Geneva). It also hosts 5 Representation offices: NRC Geneva (Geneva), NRC Europe (Brussels), NRC USA (Washington D.C.), NRC Flüchtlingshilfe Deutschland (Berlin), and NRC UK (London), as well as the Internal Displacement Monitoring Centre IDMC (Geneva).

Responsibilities:

Roles and responsibilities:

The purpose of the EU Partnership and Compliance Coordinator is to provide essential support to the Senior Partnership Advisors in NRC Europe on a number of institutional donors from the European Institutions and EU Member States.

The EU Partnership and Compliance Coordinator will ideally be based at NRC Europe in Brussels, Belgium and will work with and on behalf of both levels of NRC’s organisational structure, supporting NRC Country Offices (COs) and all departments/sections of NRC Head office (HO).

The EU Partnership and Compliance Coordinator will support NRC’s efforts to optimise levels of funding from the European Union (EU).

Generic Responsibilities:

  1. Support to Senior EU Institutional Partnership Advisers:
    • Contributes within NRC to the analysis and information sharing on donor policies;
    • Ensures relevant NRC colleagues and units are provided with timely and exhaustive information on donor priorities.
  2. Compliance and adherence to NRC policies, guidance and procedures.

Specific responsibilities:

  1. Coordinate organisational knowledge regarding EU rules and regulations and management of EU funding by NRC:
    • Provide NRC HO and COs with regular support, timely updates and analysis on contract management and compliance issues (e.g. disallowances), including guidance on the Application and interpretation of rules and regulations of EU Institutions and Member States;
    • Serve as the key internal expert and hold the responsibility of the guidance regarding the application and interpretation of donor rules and regulations (EU Institutions and targeted member states);
    • Make sure that key information about rules and regulations is regularly updated in internal tools, disseminated and available to relevant NRC stakeholders to facilitate compliance;
    • In charge of analysing common issues facing NRC in relation to EU funding and contracts;
    • Provide a timely help desk service to NRC HO and COs;
    • Provide guidance for compliance with internal policies;
    • Monitor EU regulatory work.
  2. Support NRC COs to improve NRC’s strategic approach and coordination on EU funding, with a particular focus on EC funding:
    • Provide NRC HO and COs with intelligence and information on EC policies, programming, funding opportunities and regulatory frameworks;
    • Facilitate, develop and support COs relations with the EC, with regard to strategic positioning, contractual, funding and relevant policy-related issues;
    • Support the Senior EU Partnership Advisers and NRC Europe Director in meetings with EU institutions representatives, with the objective of deepening relationships and specifying further fundraising opportunities;
    • Attend relevant meetings with EU and Member States donors.
  3. Provide training to NRC relevant staff on EU funding mechanisms, policies and procedures:
    • In charge of the development of capacity building tools, training modules and materials on EU rules, regulations and policies;
    • Conduct a capacity building needs analysis and develop a capacity building plan based on needs;
    • Organise and deliver in-person and online trainings for relevant NRC staff;
    • Co-organise or attend trainings organised by other NGOs and or the European Commission.
  4. Act as the focal point on operational interactions with DG ECHO at HQ level:
    • Contribute to reinforce quality interactions with ECHO geographic units in Brussels;
    • Follow-up and daily management with geographic desks;
    • Be the focal point for fraud and PSEA reporting for both DG ECHO and NRC;
    • Support the Senior EU Partnership Adviser to identify operational partnership priorities;
    • Assist NRC operational representatives in their interactions with ECHO staff at central level.
  5. Support Senior EU Partnership Advisers with business development:
    • Identify, track and share information about new funding opportunities;
    • Support COs and other NRC departments on proposals submission;
    • Undertake “donor mappings” upon request from NRC Europe or NRC Head Office;
    • Launch and support prioritization processes for internally competing proposals;
    • Produce timely analysis on proposal rejections, feedback on approved proposals, and funding trends for all EU institutional donors and Member States on a regular basis.

The EU Partnership and Compliance Coordinator shall have specific responsibility for the following NRC donors:

  • EU donors: DG ECHO, DG INTPA, DG ENEST, DG MENA and FPI;
  • EU Member states donors: France (CDCS and AFD group) and Belgium (DGD and Enabel);
  • Support on other EU donors matters upon request.

Qualifications

Generic professional competencies:

  • Master’s degree (or equivalent) preferably in law, European studies, international relations, or development studies;
  • At least 5 years of relevant professional experience from a humanitarian/development organisation and/or from a donor administration, either at Head Office/capital or field/embassy level;
  • Strong analytical skills and attention to detail;
  • Excellent interpersonal and communication skills, including negotiation skills and training facilitation skills;
  • Self-motivated, with the ability to work with a high degree of autonomy and flexibility to respond to rapidly evolving work priorities;
  • Demonstrable team-working skills and the ability to collaborate effectively with colleagues working in many different locations and across diverse cultures/languages;
  • Solution-orientated, excellent problem-solving skills;
  • Willingness and ability to travel occasionally;
  • International experience an asset.

Context related skills, knowledge and experience:

  • Knowledge and experience of working with ECHO and INTPA/FPI/ENEST/MENA (NEAR) grants and contract regulations;
  • Fluent oral and written English;
  • Working knowledge of French required.

Position: Grade 7
Salary: In line with NRC Europe’s salary scale, terms and conditions.
