Position description

Org. Setting and Reporting

This position is located in the Framework Convention on International Tax Cooperation Secretariat of the Financing for Sustainable Development Office of the Department of Economic and Social Affairs (DESA). The Economic Affairs Officers report to Senior Economic Affairs Officer of the Protocol 2 Unit.

Responsibilities

Within delegated authority, the duties of the Economic Affairs Officers are:

Economic or sector analysis:

  • Develops databases and technical analyses on topics in international tax cooperation, such as digital business models, implementation of international tax cooperation instruments, and tax disputes and their resolution, necessary for specified recurrent or ad hoc assignments related to the Framework Convention on International Tax Cooperation.
  • Drafts specified inputs for technical papers and analytical studies on country experiences related to international tax cooperation instruments, including analysis of various national, regional, and international approaches.
  • Contributes inputs to draft treaty provisions and technical papers as needed in support of the committee’s work.
  • Identifies and analyses policy proposals relating to assigned topics in international tax cooperation, such as digital services taxation, data protection requirements, information technology infrastructure needs, administrative processes.
  • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
  • Assists in the organization and servicing of expert group meetings, seminars, etc. on international tax cooperation issues.
  • Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support:

  • Follows and assists with the conduct of intergovernmental meetings, including hybrid meetings and intersessional meetings, servicing negotiations under the supervision of more senior staff.
  • Assist in the preparation, finalization and dissemination of pre- and post-committee session documentation and summary reports.
  • Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
  • Assists in the organization of inter-sessional and informal meetings related to the intergovernmental processes.

General:

  • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
  • Undertakes on-the-job and other training activities, both internally and externally.

  • Professionalism: Ability to apply economic theories and concepts in relation to international tax cooperation. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Shows skill in developing sources for data collection.   • Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

  • Advanced university degree (Master’s degree or equivalent degree) in taxation, economics, law, development or related field is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, Application of economic principles in development programmes or related area is required.
  • Experience in tax policy and administration issues is required.
  • Experience in international tax cooperation in particular on dispute preventions and resolution is required.
  • Experience in developing and tracking databases is required.
  • Experience in economic analysis is required.
  • Experience working in a multilateral context, and particularly in negotiation of legal instruments, is desirable.
  • Experience in current international tax policy and administration issues, and the particular challenges of developing countries, is desirable.

Languages

  • English and French are the working languages of the UN Secretariat. For this post, fluency in English is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
