The International Rescue Committee’s (IRC) Anti-Trafficking Program supports survivors of human trafficking by providing client-centered, trauma-informed, and sustainable solutions tailored to each individual’s unique circumstances. IRC Sacramento will develop the capacity to serve human trafficking victims, under the age of 18, including foreign-born and domestic, sex, and labor, male, female, non-binary and 2SLGBTQI victims, throughout the Sacramento Area. This project will enable IRC Sacramento to create and maintain a robust anti-trafficking program, which includes community education, outreach and training to the Sacramento Community. The Anti-Trafficking team provides holistic, wraparound support to survivors, including connections to legal services, housing resources, transportation, public benefits, health providers, mental health and psychosocial services, and ongoing safety and service planning. Trainers help ensure that the wider network of stakeholders is equipped to recognize trafficking indicators and connect survivors to these essential supports.

Job Overview:

We are seeking a passionate and knowledgeable Training and Outreach Specialist to deliver engaging, trauma‑informed presentations that educate communities about human trafficking prevention, identification, and response. This role is essential in raising awareness, strengthening community capacity, and promoting survivor‑centered approaches across multiple sectors.

The ideal candidate is an experienced communicator who can effectively engage diverse audiences, from youth and parents to law enforcement, healthcare providers, and community organizations.

Position Overview

The Training and Outreach Specialist develops and delivers training to community partners, service providers, and other stakeholders on topics related to human trafficking, survivor identification, trauma-informed practices, and available resources. The Training and Outreach Specialist helps expand the community’s ability to respond appropriately and collaboratively to trafficking situations.

Major Responsibilities:

• Design, facilitate and deliver public presentations, workshops, and trainings on human trafficking, exploitation dynamics, red flags, trauma responses, and prevention strategies.
• Trainings are to be tailored to diverse audiences, including educators, medical providers, law enforcement, community organizations, multidisciplinary teams and referral partners.
• Present complex and sensitive content in a trauma‑informed, trauma-competent, culturally responsive, non-judgmental and non‑sensationalized manner.
• Educate stakeholders on available services and best practices for working and supporting survivors of trafficking, including their families.

Community Outreach and Education

• Develop and implement a region-wide outreach plan to increase awareness regarding the needs of Trafficking survivors.
• Coordinate with Anti- Human Trafficking Supervisor regarding outreach plan and travel to sites to meet with potential develop and implement a region-wide outreach plan.
• Host and facilitate meetings, activities, speaking engagements and discussions for community organizations and coalitions at various locations, conducting Q&A sessions to reinforce learning.

Partnerships and Community Engagement

• Build and expand partnerships with coalition members and providers; work alongside such networks to stay informed and improve upon best practices available to survivors.
• Maintain partner available resources and referral systems, including various local, state, and federal law enforcement agencies.
• Ensure organization content reflects current client needs, emerging trends, regional and environmental updates.
• Track attendance, solicits input and feedback from audiences following events to guide and ensure community and survivor voices are elevated.
• Use information gathering to build rapport with community while inviting participation to enhance education effectiveness.

Documentation and Resource Development

• Contribute to resource and curriculum development, including presentations, guides, and outreach materials while updating and maintaining training materials using current research, legislation, and best practices.
• Development of clear and easy-to-navigate referral pathways/systems to support the maintaining of smooth and reliable relationships with the Sacramento community.
• Distribution of informational material and posters throughout the community to hotels, truck stops, bus stations, law enforcement, hospitals, businesses, school administrators, and in other public places.
• Support reporting requirements for grants or program evaluation.

Position Reports to: Anti-Human Trafficking Supervisor

Other Internal and/or External contacts:

Internal: Training and Outreach Specialist will develop working relationships with direct service providers in the following IRC departments: Economic Empowerment, Community Wellness, Resettlement, Asylum & Integration, and Immigration.

External: Training and Outreach Specialist will develop working relationships with local legal providers, Sacramento County Social Services, healthcare providers, employment programs, anti-trafficking task forces, relevant consulates, law enforcement and prosecutors, and other community-based organizations to support achievement of program requirements.

Qualifications

• An undergraduate degree with an emphasis in Communication Studies, Education, Psychology/Counseling, Sociology, Public Health, Criminal Justice/Law, or an equivalent field of study preferred. Significant relevant work experience can replace education requirements.
• Experience should include a minimum of two years experience in community education, anti-trafficking work, victim services, social work or youth programs.
• Experience developing training curricula and professional development modules.
• Possesses exceptional public speaking abilities and the capacity to present complex information with clarity, compassion and confidence.
• Ability to communicate effectively with diverse populations and age groups.
• High emotional intelligence and sensitivity when addressing trauma-related topics.
• Strong writing, research, and graphic design presentation skills.
• Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
• Compassion towards and understanding of unique needs of children and their respective backgrounds.
• Knowledge and understanding of the Trafficking Victims Protection Act (TVPA) of October 2000, accompanying regulations, reauthorizations and related policies concerning trafficking.
• Excellent understanding of trafficking dynamics, criminal justice system as it relates to prosecution of traffickers, survivor protection laws, confidentiality principles.
• Possesses comprehensive proficiency in managing sensitive case documentation in strict adherence to victim‑identification standards and all legal requirements governing the protection of confidential and criminal records.
• Working knowledge of local legal providers, social services, public benefits, community organizations, health care systems, and related human services in the Sacramento and Bay Area strongly preferred.
• Must be able to assist program staff and collaborate to solve difficult problems under pressure.
• Proven ability to contribute both independently and as a key team member.
• Participate and fully engage in all IRC program meetings and staff development activities.
• Draft reports as required by funders and/or donors.
• Comply with all policies, procedures and protocols of the agency.
• Fluency in written and spoken English required. Fluency in written and spoken Spanish strongly preferred.
• Represent the IRC organization professionally at all community spaces.
• Other related duties as assigned.
• Reliable transportation and a valid driver’s license required; ability to travel locally for speaking engagements and transport of materials and supplies.

Compensation: (Pay Range: $26.00 – $27.00) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
