About Clinton Health Access Initiative

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology.

Duties

Overview of Role: This roving role involves supporting different provincial health authorities in fortifying existing health care platforms, structures, and systems to optimize their vector control, case management and surveillance interventions. The successful candidate will identify and pursue strategic opportunities to further strengthen malaria prevention and treatment interventions at subnational level, while always ensuring alignment with national level strategies and narrative. They will also seamlessly bridge coordination and communication with national-level counterparts. As a provincial associate, the candidate will be responsible for guarantying CHAI standardized quality technical assistance across different geographical areas in Angola, that is in line with the Country team’s vision and goals.

This role is based in Angola, and candidates must have valid authorization to work in Angola.

Responsibilities

      • Serve as a trusted provincial technical assistance point of contact to the CHAI country team and external stakeholders, including (national and subnational) government bodies and non-governmental organizations.
      • In collaboration with the rest of the CHAI country team, deploy CHAI’s technical assistance packages in areas of surveillance, monitoring and evaluation, supply-chain management and vector control in select provinces.
      • Lead comprehensive assessments of the malaria program at sub-national level to generate evidence for updating the national strategy, including conducting midterm reviews, financial resource mapping, gap analysis, and developing strategic tools and interventions.
      • Assist in developing and executing evidence-based health policies, strategies, and operational plans at central and subnational level to increase effective coverage of malaria prevention and treatment interventions.
      • Work in close collaboration with provincial and municipal health authorities to provide comprehensive and holistic technical and operational assistance and monitor and coordinate the implementation of CHAI activities.
      • Identify opportunities for multi-sectoral collaboration, at national and subnational level, ensuring integration across health initiatives, and that efforts are aligned with broader health and development goals.
      • Support knowledge-sharing activities to document and exchange lessons learned across regions.
      • Foster strong relationships and collaboration with all relevant stakeholders and organizations and engage them to contribute to building effective malaria prevention and care interventions.
      • Contribute to the formulation, review, and feedback of technical deliverables, which may include strategic plans, guidelines, grant proposals, donor reports, or implementation updates.
      • Contribute to the design and implementation of monitoring and evaluation to measure progress towards malaria control goals (analysis of key indicators, design, and implementation of monitoring and evaluation of surveillance platforms, etc.).
      • Contribute to CHAI Malaria and NTDs Angola program design and objectives definition.
      • Track and adjust subnational activities to meet CHAI Malaria and NTDs Angola program goals and objectives in a timely manner.
      • Support the development of programmatic reports for government and donor reporting, as well as concept notes or other external communication products.
      • Perform any other duties as requested by management.

Qualifications

      • Master’s degree plus 2-3 years of relevant work experience
      • Excellent interpersonal skills and proven ability to build and maintain strong relationships in a multicultural environment
      • Fluency in English and Portuguese, with proficiency in both written and verbal communication.
      • Demonstrated technical expertise in health systems and public health work.
      • Strong cross-cultural communication and diplomacy skills.
      • Demonstrated analytical, leadership, and problem-solving skills.
      • Experience conducting evaluations and literature reviews.
      • Ability to work independently and with teams across time zones and locations, managing multiple tasks effectively in high-pressure situations.
      • Experience working in high-risk and low/middle-income countries
      • Strong work ethic, integrity, credibility, and dedication to CHAI’s mission and values.
      • High proficiency with Microsoft Word, Excel, and PowerPoint.
      • Willingness to travel frequently (30-50% of time), including potential trips to rural areas. Advantages
      • Experience working and communicating with government officials and multilateral organizations in Africa.
      • An MPH or MS in public health, Epidemiology, or relevant public health experience.
      • Familiarity with monitoring and evaluation of surveillance systems and public health programs.
      • Experience with research or programming on malaria or other infectious diseases.
      • Experience with case management, disease surveillance, and/or supply chain management.
