Position description

The Caribbean Development Bank (CDB/the Bank) is seeking to recruit a senior professional as Head, Office of Integrity, Compliance and Accountability to lead the Integrity, Compliance and Accountability

(ICA) functions of the Bank. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

The ideal candidate will be a strategic leader and credible authority in the field, capable of driving continuous improvement, deepening institutional impact, and adapting to emerging risks and standards. Success in the role requires a combination of vision, sound judgment, and operational excellence. The Head must be able to lead a high-performing team, provide impartial and trusted counsel to staff and senior leadership, and navigate complex situations with integrity, diplomacy and discretion.

THE ROLE

ICA is an independent function within the Bank with a mandate to pursue excellence as a standard of quality in its operationalisation and ongoing management of the Bank’s Strategic Framework. The Strategic Framework articulates a converged model of five functions:

    • Institutional Integrity (fraud and corruption prevention and detection, investigation, sanction and enforcement of sanctions against wrongdoers).
    • Ethics (ethics investigations)
    • Whistleblowing (complaints receipt and handling, and whistle-blower protection from retaliation)
    • Compliance (anti-money laundering, combating of the financing of terrorism (AML/CFT), monitoring of financial sanctions and AML/CFT reporting office.
    • Projects Complaints (response mechanisms for management of complaints related to environmental and social harm allegedly caused by projects financed by the Bank).

The Head of the Office of Integrity, Compliance and Accountability (HICA) provides strategic leadership for CDB’s independent function that upholds the Bank’s integrity, ethics, compliance, and accountability standards. Reporting functionally to the Board through the Oversight and Assurance Committee and administratively to the President, the HICA leads a multidisciplinary team responsible for investigations, whistleblower protection, ethics, AML/CFT compliance, and the projects complaint mechanism. The role is central to preventing and addressing misconduct in Bank-financed activities, promoting good governance, ensuring adherence to internal policies and international standards, and advising staff, management, and the Board while collaborating with peer institutions to strengthen institutional frameworks.

KEY RESPONSIBILITIES

HICA will provide strategic leadership and oversight in the following areas::

1.Institutional Integrity and Investigations

      • Oversee the Bank’s mechanisms for the prevention, detection, investigation, and sanctioning of prohibited practices, including fraud, corruption, collusion, coercion, breach of codes of conduct, and misrepresentation in Bank-financed activities.
      • Direct or supervise internal and external investigations, ensuring appropriate follow-up and actions in accordance with Bank policies.

2.Ethics, and Staff Conduct

      • Promote and uphold the highest standards of ethical behaviour and professional conduct across the institution.
      • Provide confidential guidance to staff and management on ethical matters.
      • Partner with relevant departments to ensure that all staff fully understand and adhere to the Bank’s Code of Conduct.
      • Oversee the conduct of annual staff attestations confirming compliance.

3.Whistleblower Protection & Investigation

      • Oversee the intake, handling, and investigation of whistleblower complaints.
      • Develop and implement appropriate mechanisms to prevent retaliation, monitor for adverse impacts on whistleblowers, and uphold the Bank’s duty of care by fostering a safe environment where individuals can raise concerns without fear of reprisal.

4.Compliance, Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT)

      • Serve as the Bank’s designated AML reporting officer and liaise with national and international authorities on AML/CFT compliance and financial sanctions.
      • Provide independent advice and oversight of integrity risks in financial transactions and operations, including due diligence and risk mitigation strategies.

5.Accountability and Project Complaints Mechanism

      • Manage the Bank’s complaints mechanism for addressing concerns related to environmental and social impacts of Bank-financed projects.
      • Ensure timely, fair, and transparent resolution of complaints, and promote institutional learning from these processes.

6.Policy Development, Awareness, and Advisory Support

      • Maintain Bank-wide integrity, ethics, and accountability policies in alignment with evolving international standards.
      • Lead training, awareness, and capacity-building programmes for staff and Board members to foster a culture of integrity and ethical decision-making.
      • Provide support and advisory services to other functions and departments to reinforce their safeguard responsibilities, build capacity, and identify and mitigate potential integrity, compliance, or accountability risks.

7.Strategic Leadership, Governance, and External Engagement

      • Provide regular reports to the OAC and senior management on key risks, trends, and ICA performance, including an annual report.
      • Develop and manage ICA’s work programme, budget, staffing, and performance.
      • Represent the Bank in international forums and contribute to inter-institutional collaboration on integrity, ethics and accountability matters.
      • Ensure that all ICA functions are carried out with clear procedural safeguards, appropriate internal checks and balances and adherence to due process, thereby maintaining operational independence, protecting whistleblowers and fostering institutional trust.
      • Ensure robust oversight by the Board through regular reporting, review mechanisms and transparent escalation of matters requiring Board attention

QUALIFICATIONS AND COMPETENCIES

The successful candidate will be required to have:

    • An advanced degree in law, public administration, compliance, risk management, or related field.
    • Minimum of 15 years of progressively responsible professional experience in integrity, ethics, compliance or investigations, with at least 5 years in a senior leadership role in a multilateral development bank, international organisation, financial institution, or regulatory body.
    • Demonstrated expertise in the development, implementation and oversight of ethics, compliance and business conduct frameworks, including whistle-blower protection, codes of conduct, and conflict-of-interest management in international or complex institutional settings.
    • Fluent oral and written communication skills in English, including the ability to clearly and concisely prepare, present, discuss and defend issues, findings and recommendations at senior levels and to produce complex and compelling briefs, reports and papers.
    • Deep understanding of investigative principles and procedures applicable in IFIs or international organisations, including experience overseeing administrative investigations, managing sanctions processes, and/or leading investigative teams
    • Solid understanding of development effectiveness and operational frameworks in MDBs, including environmental and social safeguards, accountability mechanisms, and the integrity risks associated with project and programme delivery.

Function-Specific Competencies

The HICA should have the ability to:

    • Apply principles of administrative fact-finding and investigative techniques to oversee, manage, and evaluate complex internal and external investigations, ensuring fairness, due process, and procedural integrity.
    • Identify, evaluate, and mitigate integrity risks across operational and institutional areas, including pre-project due diligence and post-project audits.
    • Manage safe, confidential, and trusted mechanisms for reporting misconduct, including triaging, protection from retaliation, and referral for action.
    • Utilize data tools and case management systems to track trends, support investigations, assess institutional risk, and generate actionable insights for prevention and reporting.
    • Design and deliver learning initiatives for staff and Board members to promote awareness and institutional alignment with ICA standards and values.
    • Foster a high-performing, values-driven environment that motivates and empowers staff; builds team resilience and models integrity, accountability, and excellence.
    • Engage constructively with senior management, Board members, and external stakeholders while maintaining professional independence, sound judgment, and credibility.
    • Demonstrate exceptional interpersonal skills and cultural competence to engage effectively with diverse audiences, including staff, clients, regulators, and development partners.
    • Build institutional trust, engage constructively with stakeholders at all levels, and uphold the highest ethical standards is essential

TERMS OF APPOINTMENT

This position will be offered on an initial fixed-term appointment of five years, with the possibility of renewal for one further five-year term. The salary is competitive and commensurate with qualifications and experience. The salary scale for this Grade 22 role starts at USD165,672 per annum net of taxes. The compensation package includes participation in the Bank’s pension plan, as well as life and medical coverage.
