Position description

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts.

INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO works in 26 of the world’s most insecure countries with its headquarters in The Hague, the international city of peace and justice.

INSO Haiti

Present in Haiti since June 2022, INSO gradually launched its services throughout 2023 and now supports nearly 70 partners (national and international NGOs, as well as several members of the Red Cross and Red Crescent Movement). INSO Haiti is based in Port-au-Prince and covers the entire country.

In Haiti, INSO supports partner NGOs to enable the delivery of aid to the most vulnerable populations by providing advice and analysis on the local context, crisis management support, access and security training, while facilitating NGO coordination and advocacy for humanitarian access.

INSO Haiti is seeking an experienced professional to join the team as an Information Manager based in Port-au-Prince and mobile throughout the country.

Overall Purpose of Role:

The primary goal of the position is to manage the Information Team within a country programme. The IM is responsible for complete understanding of all Conflict & Humanitarian Data Centre (CHDC) data entry, capabilities, storage, and security. They are also the programme focal point for the CHDC and INSO Portal and facilitates partner registrations. The IM also provides technical support for creating visualizations and reports.

Main Duties and Responsibilities:

Management

      • Supervise and manage the GIS Officer (GO)
      • Provide technical training and participate in the information team recruitment.
      • Lead and assign tasks to the information team whenever possible.
      • Support the information team when facing challenges.
      • Monitor the performance of the team and provide feedback.

Conflict & Humanitarian Data Centre (CHDC)

      • Be the focal point of CHDC and understand its methodology.
      • Check and approve incidents in CHDC daily, based on the standard process.
      • Conduct weekly, monthly, and quarterly checking on the data to ensure high quality of data and information is recorded.
      • Train and provide inductions to the Country Office team, actively monitor the performance and take proper action when necessary.
      • Initiate, coordinate and deliver the standard CHDC training package to partners.
      • Use the necessary tools to monitor and check the country data is correctly categorized, updated, and is properly accessed.
      • Provide CHDC training and inductions for new and current staff in the whole country office.
      • Follow CHDC Data Review and Quality document and implement all required tasks according to it.

INSO Portal

      • Be the focal point of INSO Portal and understand fully how it works.
      • Provide support when needed to the country office team
      • Provide support and training to the country office team to carry out their tasks in the INSO Portal.
      • Provide guidance and help partners using the INSO Portal when needed.
      • Monitor and assess the data quality of the INSO Portal.
      • Participate in the registration process of NGO partners and provide recommendations on the registration to the country management team.

Visualization and reporting

      • Lead and guide the information team to design the required charts and maps for the different purposes.
      • Take active role to assess the needs and eligibility of the requested charts and maps, and suggest alternatives when necessary.
      • Verify data accuracy for charts and maps, and confirm visuals match report content.
      • Follow as information team the visualization standards when designing charts and maps.
      • Ensure alignment, consistency and proper use of the charts and maps along all services.
      • Question and think critically about the needs and use of the requested charts and maps, and ensure mutual understanding across the country office team.
      • Collect entries and prepare template for the periodic reports (monthly, quarterly, etc.). While ensuring standard quality applied.
      • Support safety advisors in creating ad-hoc reports when necessary and possible.

Coordination and Technical Reference

      • Actively work with all departments to understand and respond to their needs.
      • Attend and provide your input in the monthly IM Meeting organized by HQ Senior Information Team.
      • Subscribe and follow the Information Managers group chat and team in Microsoft Teams.
      • Gather materials for advertising INSO services under the guidance of the Policy, Advocacy, and Communication (PAC) Team.
      • Attend country office Senior Management Team (SMT) meetings and provide input when necessary.
      • Organize and attend meetings with partners when needed.

IT Support

      • Provide IT support (troubleshooting, permissions, etc.) to the country office when needed.
      • Manage and regularly update SharePoint folders with relevant materials.
      • Assist Operation Support team in IT procurement.
      • Communicate new IT guidelines and policies and ensure Application across the country office.
      • Work with the HQ IT team and maintain clear communication.

Knowledge, Skills, and Experience

Essential:

      • 5+ years of experience in data management and visualization, in a similar humanitarian organization and context
      • 2+ years of direct management experience leading a technical team.
      • Experience with Power BI and DAX, or similar BI software (such as Tableau)
      • Knowledge of database management using SQL
      • Knowledge in scripting languages such as Python or R
      • Fluency in French and working knowledge of English language, both written and verbal
      • Basic knowledge in GIS software and systems (e.g. using QGIS or ArcGIS).
      • Master’s degree or equivalent in Information Systems, Computer Science, Data Management, GIS, or relevant field

Nice to Have:

      • Ability to travel internationally, with a valid Schengen, US, or Canadian visa, is considered as a strong asset
      • Working experience with humanitarian organizations, particularly with NGOs
      • Knowledge of region context or working experience in this region.

INSO’s Safeguarding Policy

INSO is fully committed to safe recruitment, selection and vetting of all potential new staff, trustees and volunteers and we will ensure rigorous compliance with our Code of Conduct and Safeguarding policy throughout the recruitment process.

Terms & Conditions:

12-month renewable contract, €5000 per month salary, 4 calendar days annual leave per month, 7 days of Rest & Recuperation (R&R) every 2 months with €1,250.housing allowance, global medical coverage (excluding USA) and AD&D insurance.

This position is open to both national and expatriate candidates. For national candidates, the salary offered for this position will be based on the INSO Haiti local salary and benefits scheme, ensuring fair and transparent compensation in line with responsibilities and the local context.
