Position description

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program and Position Overview

Following recent shifts in the global health financing landscape, including donor funding reductions, Lesotho faces significant challenges in sustaining critical health services. The Government of Lesotho (GoL) recognizes the urgent need to strengthen health system resilience and reduce dependency on external funding. In response, CHAI is establishing a Health Systems Strengthening (HSS) team (also referred to as Technical Support Unit – TSU) to work directly with the Ministry of Health (MoH) and other key government stakeholders to navigate this transition while maintaining essential health services for the population.

The Lesotho TSU will focus on four key workstreams:

    • HIV quantification and domestic resource prioritization;
    • Human Resources for Health (HRH) optimization, rationalization, and resourcing;
    • Technical assistance for Global Fund Grant Cycle 8 (GC8) and Gavi 6.0 applications;
    • Development of a phased and costed sector-wide donor transition roadmap.

The TSU will work as an embedded team within the MoH, providing rapid-response technical assistance to help government leaders make evidence-based decisions, implement reforms, and build sustainable systems.

The Associate will serve as a key technical contributor to the Lesotho TSU, providing analytical, operational, and coordination support across the four workstreams. The individual will work closely with the TSU Advisor and MoH counterparts to conduct data analysis, develop tools and models, prepare technical documents, and facilitate stakeholder engagement. This role offers an excellent opportunity for a motivated early-to-mid career professional to gain hands-on experience in health financing, program management, and government partnership in a dynamic and impactful setting.

The Associate will be responsible for conducting detailed quantitative analyses, managing data collection processes, developing Excel-based models and tools, coordinating with multiple stakeholders, and supporting the preparation of reports and presentations. The individual will work collaboratively with MoH technical staff, CHAI program teams, and external partners to deliver high-quality technical assistance. This position is based in Maseru with up to 30% travel to district health facilities and will report to the TSU Advisor.

Responsibilities

Technical and Analytical Support

      • Support in collecting, cleaning, and validating data for health financing, HRH, and quantification analyses.
      • Conduct preliminary analyses and prepare data summaries, charts, and visuals for decision-making.
      • Contribute to the development and maintenance of Excel-based tools, costing models, and dashboards.
      • Assist in drafting technical reports, presentations, and policy briefs under the Advisor’s guidance.

Program Coordination and Implementation

      • Coordinate day-to-day activities of the TSU to ensure timely completion of deliverables.
      • Support the organization of meetings, workshops, and stakeholder consultations, including agenda preparation and documentation.
      • Facilitate communication and coordination between the TSU, MoH departments, CHAI program teams, and development partners.
      • Track progress of work plans and assist in compiling periodic activity updates and reports.

Support Health Financing and Transition Planning

      • Assist in compiling and organizing data for financial modelling, expenditure tracking, and resource mapping.
      • Contribute to the preparation of costed implementation plans and donor transition analyses.
      • Support the Advisor in preparing documentation for grant applications (Global Fund GC8, Gavi 6.0) and related planning exercises.

Knowledge Management and Operations

      • Conduct Maintain organized files, databases, and records of TSU outputs, tools, and resources.
      • Support internal knowledge sharing by documenting lessons learned and best practices.
      • Provide logistical and administrative support, including scheduling, procurement, and travel coordination.

Qualifications

      • Bachelor’s degree in Economics, Public Health, Statistics, Business Administration, Finance, International Development, or a related quantitative field; Master’s degree preferred
      • Minimum of 2–3 years of relevant professional experience in health systems, health financing, monitoring and evaluation, program management, or data analysis in the public or private sector
      • Strong quantitative and analytical skills with demonstrated proficiency in Microsoft Excel (advanced functions, pivot tables, complex formulas, financial modelling)
      • Experience collecting, managing, and analyzing large datasets from health information systems or government data sources
      • Excellent attention to detail and ability to produce accurate, high-quality analytical outputs under tight deadlines
      • Strong written and verbal communication skills with experience preparing technical reports, presentations, and data summaries
      • Ability to work effectively in a team environment and build collaborative relationships with diverse stakeholders
      • Strong organizational and project coordination skills with ability to manage multiple workstreams simultaneously
      • Self-motivated and able to work independently with minimal supervision in a fast-paced, dynamic environment
      • Demonstrated commitment to global health and experience working in resource-limited settings
      • Proficiency in English (written and verbal); knowledge of Sesotho strongly preferred
      • Experience working with the Government of Lesotho, Lesotho health system, or Southern African health systems highly desirable
      • Willingness to travel within Lesotho, up to 20% of the time.
