Position description

UNHCR, the UN Refugee Agency, is offering a contract within the Private Sector Partnerships Services in our Office in Brussels, Belgium.

Established in December 1950, the Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to protect and assist refugees, forcibly displaced communities and stateless people. UNHCR works in over 130 countries to protect and care for over 84 million people.

UNHCR is funded almost entirely by voluntary contributions from governments with an increasing portion coming from private sector partnerships. UNHCR operates private sector fundraising programmes in over 30 markets. In 2026 the PSP Office covering Belgium and Luxembourg will join forces with PSP the Netherlands to create one Benelux team. Additional investments in Belgium and Luxembourg have been made available to meet the ambitious results set for 2026 and beyond.

In the current global context, new support for and deeper engagement with the refugee cause is essential. Expanding private sector fundraising to broaden the donor base is imperative in times of ever-growing humanitarian needs. UNHCR’s Private Sector Partnerships (PSP) teams play a crucial role in helping expand the organization’s funding base, by raising funds from both individual giving and private sector sources, ensuring a sustainable and predictable stream of income.

Contract Type: LICA-6 (equivalent to G6)
Duration: 1 April 2026 – 31 December 2026 (renewable yearly contract)

Organizational context

The Private Sector Partnerships (PSP) Services works in different regions: Europe, MENA, Americas, Africa, and Asia, and further decentralizes at local levels. The PPH Associate (Partnership Manager) is part of the PSP Benelux team and is based in the UNHCR Office located in Brussels, Belgium.

The position

This position sits within UNHCR’s Private Partnerships and Philanthropy (PPH) team in Brussels and will be dedicated to building and managing partnerships with corporations, foundations and High Net Worth Individuals in Belgium and Luxembourg to support UNHCR’s lifesaving work. Through this position, PSP searches for a partnership manager that will help drive current fundraising growth momentum from Brussels.

PSP Benelux has a growing portfolio of PPH donors and prospects. We are looking for an enthusiastic professional to join and support the Private Sector Partnerships team in Belgium.

Under the supervision of the PSP Officer, and in close collaboration with the existing PPH Associate, the candidate will create and maintain strategic partnerships with corporates, (ultra) high net worth individuals (HNWI) and foundations. The PPH Associate is expected to work closely with the rest of the PSP teams in Brussels and The Hague, the other UNHCR teams in Brussels and Luxembourg and the rest of the PSP network as required.

Duties and responsibilities

Under the overall supervision of the PSP Officer, the main tasks and responsibilities of the PPH Associate (Partnership Manager) will be to:

      • Identify and develop strategic partnership and fundraising opportunities amongst Belgian and Luxembourgish companies, major donors and foundations through research, outreach to and cultivation of relationships;
      • Focus on the development of key multi-year relationships in Belgium and Luxembourg to obtain high value ($6+ figure) financial support for selected projects and programmes;
      • Prepare presentations, pitches and partnership outlines and participate in meetings with private sector partners;
      • Prospect lists and donor cultivation strategies developed for top prospects;
      • Draft or adapt compelling partnership proposals in close collaboration with PSP’s regional and global teams;
      • Contribute to accurate and timely reporting to private sector partners in close collaboration with PSP’s global teams;
      • Contribute to the further strategic development of UNHCR’s engagement with the private sector;
      • Assist with reporting, incl. quarterly reporting, annual planning, expense management and more;
      • Support the development and roll-out of UNHCR’s PSP strategy in Brussels;
      • Perform any other tasks as required.

Qualifications

The ideal candidate will be required to have:

      • Completion of secondary education (high school diploma) preferably with UNESCO accredited Higher Education degree in Marketing, International Relations, Management, Business Administration, Communications, or related field;
      • Minimum 3 years of previous relevant job experience with secondary education/high school or minimum 2 years of previous job experience with Bachelor’s, Master’s or Doctorate degree in the field(s) relevant to the function;
      • Proven experience of providing support in cultivation, solicitation, and stewardship strategies and techniques, with private sector donors, preferably in Belgium and/or Luxembourg;
      • Experience with an international (humanitarian) NGO or UN organization would be an asset;
      • Good knowledge of the Belgian and/or Luxembourgish fundraising environment;
      • Knowledge of cultivation, solicitation, and stewardship strategies and techniques, with private sector donors;
      • Demonstrated record of success in generating funding from private sector donors;
      • Demonstrated ability in grant and proposal writing, reporting and communication materials at appropriate levels for varied partnership development;
      • Affinity with the work of UNHCR and committed to a better world for refugees;
      • Ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often functions on short-term deadlines;
      • Ability to explain complex issues to donors and present the organization and diverse operations in an appealing and concise manner;
      • Excellent social and communication skills;
      • Fluency in French and English (oral, written, comprehension) is essential;
      • Knowledge of Dutch is desirable.

Conditions

The successful candidate will be based with the team in UNHCR’s office in Brussels, Belgium.

The position is associated with a yearly contract, valid until end of the year, with possibility of renewal on a yearly basis. It is a full-time role with working hours starting from 9 AM to 6 PM, Monday to Friday (40 hours per week).

The salary is in line with the local UN GS (General Service) Salary scale.
