Position description

The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.

We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.

We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust.

About The Department

The Policy & Research team conducts intergovernmental outreach, performs policy and legislative analysis, and produces original, data-driven research on voting and campaign finance issues. The team sits within the Strategy, Products and Innovation division and frequently works on cross-agency projects such as the Voter Analysis Report, the Post-Election Report, the citywide education campaign to familiarize New Yorkers with ranked choice voting, and continuous improvement of the matching funds program.

The New York City Campaign Finance Board seeks an Intergovernmental Affairs Analyst to support the agency’s relationships with elected officials and other government agencies. Local Law 29 (LL29) of 2000 requires that specified agencies offer voter registration in their encounters with the public. A key focus of t role is managing the LL29 agency-based voter registration program, which primarily focuses on providing voter registration trainings to LL29 agencies and providing agencies with relevant elections materials before each election. The Intergovernmental Affairs Analyst will also manage the bill tracking database and inform CFB senior staff about voting and campaign finance related legislation at the local, state, and federal level. This position will report to the Intergovernmental Affairs Manager.

Responsibilities include but are not limited to:
 

  • Manage the CFB’s agency-based voter registration program, serving as the primary contact for all City agency voter registration coordinators.
  • Track policy and legislative issues related to campaign finance and election administration in New York City, New York State, and nationally.
  • Support outreach efforts to government offices, including coordinating meetings and drafting communications regarding CFB research and programs.
  • Produce legislative memos that incorporate original and existing research and data analysis.
  • Monitor local, state, and federal legislation, court cases, and current events, providing summaries and recommendations to inform agency positions.
  • Respond to research and data inquiries from CFB staff and external partners.
  • Assist in promoting agency programs and research through external presentations and other public engagement opportunities to intergovernmental partners.
  • Contribute to a team culture that is mission-driven and values curiosity, creativity, and collaboration.

  • Knowledge of and/or demonstrated interest in New York City government and politics.
  • Knowledge and understanding of operations and organizational systems related to relationship management.
  • Knowledge of New York City legislative processes.
     

Skills
 

  • Skills are the capabilities required to perform tasks accurately and efficiently like effective communication skills to interact with internal partners, external partners, and the public.
  • Strong organizational skills with the ability to develop and maintain tracking systems for intergovernmental outreach, legislative updates, and internal project milestones.
  • Proficiency in managing complex approval processes, ensuring thorough documentation, and incorporating feedback from multiple internal and external stakeholders in a collaborative and fast-paced environment.
  • Exceptional written communication skills, including the ability to distill complex information and reach different audiences through a variety of communication mediums.
  • Excellent verbal communication skills with knowledge of or demonstrated interest in public speaking and presenting.
     

Abilities
 

  • Ability is the capacity one needs to perform a job like the ability to work both independently and collaboratively as part of a team on agency projects.
  • Attention to detail, particularly with regards to reviewing and editing written materials and managing spreadsheets and trackers.
  • Ability to independently manage long-term research projects and adhere to assigned deadlines.
  • Strong organizational and operational skills and the ability to plan and execute regularly scheduled tasks with minimal oversight.
     

Other
 

  • Other characteristics are traits that do not fit into the other categories, including values, work style, and personality like accountability and being able to adapt to change and easily consider new approaches.
  • A minimum of one year experience working in government, public policy, or in another role tracking legislation and managing external relationships.
     

Preferred Qualifications
 

  • Prior work experience in an elected office, government agency, or on a political campaign.
  • Prior work experience in public policy program management or operations.
  • Experience tracking relationships with external stakeholders.
  • Experience reading and interpreting governing documents such as but not limited to the New York City Charter, New York State Election Law, and federal Voting Rights Act.
  • Ability to communicate in a language other than English.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
