Programme Management Officer – Temporary

Position description

The Programme Management Officer will be responsible for the following specific tasks: • Participate in inter-governmental and inter-agency meetings at United Nations Headquarters in New York, as and when required. • Consult with officials in New York Headquarters-based offices and organizations, including inter-alia the Executive Office of the Secretary-General, the Security Council, Economic and Social Council and General Assembly Committee Secretariats on programmes and activities to help ensure effective coordination and consideration of UNODC practices with broad UN policies. • Maintain regular contact with key Permanent Missions to promote the work programme of UNODC, and with regard to preparations for inter-governmental meetings and conferences. • Participate on behalf of UNODC in non-governmental (NGO) and civil society organizations’ (CSO) fora and provide briefings to stimulate interest in the work programme of UNODC. • Facilitate contact with the private sector, including foundations based in North America, for the purpose of fund-raising and leveraging resources. • Set up meetings and prepare background briefs on specific issues. • Facilitate and promote contacts with key US government and congressional bodies and officials, e.g. in connection with the visit of the Executive Director of UNODC. • Attend meetings and provide reports to Vienna Headquarters. • Draft memoranda, letters, and statements for signature/delivery by the Representative of the New York Liaison Office. • Develop and implement outreach campaigns with the media and other groups related to issues within the mandate of the Office. • Develop and maintain partnerships with internal and external organizations on advocacy initiatives. • Identify and inform Vienna Headquarters, on a continuous basis, of key strategic issues. • Prepare, in coordination with substantive Vienna Headquarters units, statements, media advisories and other reports, inputs and materials as necessary, on issues related to or of interest to UNODC. • Interact regularly with staff at Vienna Headquarters on substantive matters related to drugs and crime. • Prepare and deliver presentations on UNODC related issues for Permanent Missions, governmental officials, academia and others. • Organize press conferences and launches of key UNODC programmes and publications. • Provide a wide range of information on activities related to drugs and crime to international institutions, in particular media, and to individuals in New York and North America. • Assist the Representative with the management of human and financial resources of the New York Liaison Office. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable dat

Qualifications

An advanced university degree (Master’s degree or equivalent) in political science, international law, international relations, business administration, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible professional work experience in policy analysis, programme development, management or implementation in a large organization, national government or intergovernmental organization is required. Work experience in drafting reports, statements or analyses for senior officials is required. Work experience in developing and organizing visibility events at the margins of intergovernmental meetings is desirable. Work experience in servicing intergovernmental bodies is desirable.
